Clinical Nurse Manager III Out of Hours – UPMC Whitfield Hospital, Waterford
Location: UPMC Whitfield Hospital
Job type: Permanent
Overview of Role
The CNM III Out of Hours provides professional and clinical leadership during non-core hours, oversees site management across the week, and is responsible for designated clinical areas.
The role requires night rotations, staffing and resource management, facilitation of communication across healthcare teams, and support of ADONs in their absence.
It plays a key part in service planning, policy development, quality assurance, and promotes the values of UPMC Whitfield Hospital.
Primary Duties and Responsibilities
Managerial and Leadership Responsibilities
Exercise authority and coordinate the functions of the assigned areas
Provide support, advice and direction to staff as required
Engage with the wider healthcare team and facilitate team building
Facilitate communication at ward and service level and within the senior nurse management team
Motivate staff to achieve high standards of patient care
Promote a culture that values diversity, inclusivity and respect
Maintain liaison with internal and external bodies, including voluntary organisations
Contribute to strategic management and planning processes
Formulate service plans and budgets in cooperation with the wider team
Lead practice development within the clinical area
Manage resources efficiently to ensure quality service delivery
Evaluate implementation of service plans and budgets
Provide reports on activity and services as required
Develop and manage departmental policies, focusing on change management and proactive improvement
Ensure compliance with legal requirements, policies, protocols and procedures
Engage in IT developments relevant to service users and administration
Provide out-of-hours hospital management as required, in accordance with the Director of Nursing and General Manager
Professional and Clinical Responsibilities
Provide a high level of professional and clinical leadership
Deliver safe, comprehensive nursing care in line with Nursing and Midwifery Board Ireland guidelines
Practice nursing according to professional clinical guidelines, local policies and legislation
Adhere to accreditation guidelines (HIQA, CHKS, JCI, JAG, ISO, Lean, etc.)
Monitor and evaluate professional and clinical standards with evidence-based care planning
Manage own caseload in accordance with post requirements
Collaborate with service users, families and carers for treatment planning and support
Communicate assessment and treatment recommendations to consultants and relevant parties
Implement best practice policies and procedures
Maintain professional standards, confidentiality, ethics and legislation compliance
Participate in clinical audits and quality management programmes
Initiate and engage in research studies and health promotion programmes
Operate within scope of practice and seek assistance for cases beyond competence
Ensure staff work in compliance with scope of practice and the Code of Professional Conduct
Learning and Development Responsibilities
Support continuous professional development and research initiatives for staff
Provide guidance for staff engaging in professional development in the assigned area
Understand student nurse training curriculum and clinical experience requirements
Assist in induction, education, and training programmes for nursing and non-nursing staff
Supervise and provide professional development support to staff
Engage in performance review processes, setting objectives and offering feedback
Communication Responsibilities
Communicate effectively to fulfil post duties
Demonstrate strong writing and presentation skills
Foster good relationships with colleagues, maintaining professionalism and GDPR compliance
Clinical Governance, Quality Assurance, Risk, Health & Safety
Develop and manage safety procedures to meet statutory obligations
Take action on matters detrimental to staff or patient care
Ensure adherence to health and safety, infection control, drug storage, and emergency procedures
Complete incident/near-miss forms
Maintain a feedback mechanism with the clinical risk manager and report to senior management as needed
Adhere to department policies regarding equipment safety and procurement procedures
Understand and apply Health Information and Quality Authority standards, e.g., Healthcare Standards, National Standards for Prevention and Control of Healthcare-Associated Infections, Hygiene Standards
Qualifications & Experience
Registered in the general division of the Nursing Midwifery Board of Ireland (NMBI)
At least seven years post-registration nursing experience in an acute hospital setting
Minimum of two years experience as a Clinical Nurse Manager Grade 2
Recognised post-registration nursing course – Higher Diploma or Postgraduate qualification, or willingness to undertake one
ACLS training completed or willingness to complete within a designated timeframe
Evidence of clinical professional development
Proven clinical and professional management, risk management and audit skills

Salary
€70,****** – €79,****** per annum based on a 37-hour week.
