Contracts & Procurement Surveyor
Location: Dublin city centre
Contract: Full time/ Permanent
Hours: 37 hours per week
Reporting to: Contracts & Procurement Manager
Position Summary
The Contracts and Procurement section is responsible for procuring works, goods and services contracts for Tuath Housing Association and for maintaining and upkeeping the housing stock, while assisting other departments. The Contracts & Procurement Surveyor will deal with building and quantity surveying duties such as property inspections, defect analysis, procurement, contract management and administration, and project management. The post requires a full, clean driving licence and access to an own vehicle used for business purposes.
Key Responsibilities

Undertake pre‑ and post‑inspections of repair work and produce detailed accurate reports.
Support pre‑works/project teams in setting procurement strategy, developing tender lists, providing market intelligence, and undertaking tender evaluations and adjudications.
Carry out feasibility studies for proposed works and design solutions and prepare cost estimates for projects and budgets.
Produce and publish tender packages, including specifications, schedule of works, BOQ and contract documents in line with public procurement requirements, Tuath Housing policy and best practice.
Manage project risk assessment, identification and mitigation.
Fulfil PSDP role.
Produce and issue tender enquiries and undertake tender evaluations.
Inspect and report on projects, attend and chair meetings, coordinate with suppliers and monitor progress/performance/cost control.
Produce detailed periodic progress reports for Tuath management and maintain project files in accordance with Tuath Housing Association policy.
Handle general contract administration duties, including review of payment applications, invoicing, issuance of completion certificates and claims.
Identify supply‑chain risks and opportunities, ensuring they are considered in tender packages.
Manage planned and cyclical maintenance programmes using a Building Asset Database and associated asset‑management software.
Supervise planned maintenance contracts and control costs.
Manage service contract providers and inspect works.
Coordinate with internal and external stakeholders (other departments, tenants, suppliers, staff, occupational therapists, etc.).
Provide technical assistance and advice to other department staff as required.
Produce reports and be proficient in Word, Excel, Microsoft Project and PowerPoint.
Assume people‑management responsibility as appropriate based on department structure.
Inspect and prepare reports on defects and other property condition issues.
Assist in designing and redesigning buildings to meet the needs of people with disabilities.
Undertake sustainable energy‑management programmes including energy audits, funding support applications and energy improvement programmes.
Request and attend training appropriate to your role; promote proactive self‑learning.
liaise with managing agents or companies regarding their areas of responsibility.
Handle insurance claims and liaise with insurers, loss assessors and loss adjustors on behalf of the Association.
Assist management with compiling statistics, reports and data as required.
Liaise with housing management on all aspects affecting tenants.
Conduct all activities safely for yourself and others.
Act in accordance with the Association’s Health and Safety policy and your own health and safety obligations.
Contribute to effective quality service delivery through full compliance and implementation of Tuath policies and procedures.
Comply with Data Protection, Equal Opportunities and Equality legislation.
Participate in forums, working groups and committees as required.
Promote the Association positively in all activities.
Exercise discretion in all aspects of your role.
Perform any other duties consistent with the role.

Requirements

At least 2 years of experience in a similar working environment.
Third‑level qualification (Level 7 NFQ or above) in Building Surveying, Quantity Surveying, Construction Management or an equivalent construction‑related qualification.
Experience in procurement or contract supervision.
Knowledge of Public Procurement Principles and Regulations.
Knowledge of Health and Safety legislation and compliance within the construction industry.
Knowledge and understanding of building pathology and Technical Guidance Documents / Building Control Requirements – desirable.
Previous technical/construction experience in housing and managing repair and refurbishment projects – desirable.
Experience with defect diagnosis, remedial work identification and managing cyclical/planned maintenance programmes – desirable.
Financial control and budget management skills.
Excellent organisational, analytical and problem‑solving skills.
Excellent communication, interpersonal and relationship‑building skills.
Excellent MS Office skills.
Ability to work effectively as part of a team and independently.
Good organisational and time‑management skills.
Participation in forums, working groups and committees as required.
