Overview
An expanding residential developer with a strong landbank and an active pipeline of projects is seeking a Bid Manager to lead pre-qualification questionnaires (PQQs), tender submissions, and framework applications with local councils, the Land Development Agency (LDA), and other public sector bodies.
This is a key strategic role in the business, responsible for securing positions on frameworks, leading competitive tenders, and shaping winning bid strategies while ensuring commercial viability at early project stages. The successful candidate will combine structured bid management expertise with strong commercial awareness (procurement, cost planning, and contracts), working closely with Directors, Design, Development, and Commercial teams.
Key Responsibilities
Bid, PQQ & Tender Management
* Lead preparation of high-quality PQQs, framework submissions, and tender responses for residential and mixed-use projects.
* Manage and coordinate bid strategies, writing, and presentation with input from technical and commercial teams.
* Own bid schedules, deadlines, governance, and submission processes.
* Oversee tender clarifications, responses, and post-tender negotiations.
* Ensure full compliance with public sector procurement requirements (eTenders, LDA, local authorities).
Commercial & Procurement Input
* Review tender documentation for risk, compliance, and commercial exposure.
* Contribute to cost plans, budgets, and procurement strategies at pre-construction stage.
* Liaise with suppliers and subcontractors for pricing, technical compliance, and value engineering opportunities.
* Work closely with the Commercial team to ensure bids are competitive, robust, and deliverable.
Strategic & Business Development Support
* Support Directors with market intelligence, pipeline tracking, and upcoming framework / tender opportunities.
* Play a key role in securing and maintaining positions on LDA and local authority frameworks.
* Contribute to joint venture and partnership submissions.
* Help refine bid processes, templates, and systems to improve quality, consistency, and efficiency.
* Prepare and deliver presentations for internal bid reviews and client pitches.
Ideal Candidate
* 7–12 years' experience in bid management, proposals, or pre-construction roles within residential development, construction, or consultancy.
* Strong experience delivering PQQs, framework submissions, and competitive tenders.
* Commercially astute with knowledge of procurement routes, contract forms, and public/private sector frameworks.
* Exposure to residential or mixed-use development projects highly desirable.
* Highly organised with strong communication and stakeholder management skills.
* Comfortable working to deadlines under pressure while maintaining high-quality submissions.
