Role Overview
An experienced Health & Safety Manager is required to lead and manage all health, safety, and environmental activities on a large residential apartment development with over 100 personnel on site.
This is a senior site-based role within a developer-led, self-build environment, where safety leadership, compliance, and proactive risk management are critical. You will be responsible for driving a strong safety culture, ensuring full regulatory compliance, and supporting site teams in delivering the project safely and efficiently.
Key Responsibilities
Health & Safety Leadership
* Take full ownership of health & safety management on a high-density residential apartment site.
* Lead and promote a proactive safety culture across all site personnel and subcontractors.
* Act as the senior H&S authority on site, supporting site management and construction leadership teams.
Compliance & Regulatory Management
* Ensure full compliance with Irish health & safety legislation, site safety plans, and developer standards.
* Manage and maintain the Safety Statement, Construction Stage Safety Plan, and risk assessments.
* Liaise with the Project Supervisor Construction Stage (PSCS) and external auditors.
* Prepare for and manage HSA inspections and audits.
Site Inspections & Monitoring
* Carry out daily and weekly safety inspections, audits, and compliance checks.
* Identify unsafe practices and implement corrective actions immediately.
* Monitor high-risk activities including lifting operations, working at height, plant, and temporary works.
Training & Engagement
* Deliver site inductions, toolbox talks, and safety briefings.
* Ensure all site operatives are trained, certified, and competent for their roles.
* Promote behavioural safety initiatives and continuous improvement in safety performance.
Incident Management & Reporting
* Investigate accidents, incidents, near misses, and unsafe conditions.
* Produce detailed reports and lead corrective and preventative actions.
* Track safety KPIs and report performance to senior management.
Subcontractor Management
* Review and approve subcontractor RAMS and safety documentation.
* Monitor subcontractor compliance and performance on site.
* Enforce standards consistently across all trades.
Environmental & Welfare Management
* Monitor environmental compliance, waste management, and housekeeping standards.
* Ensure welfare facilities are adequate for site population and maintained to high standards.
Ideal Candidate Profile
Experience
* 5+ years' experience in a site-based Health & Safety role within construction.
* Strong experience working on large residential apartment or high-density projects.
* Comfortable managing safety on sites with 100+ workers and multiple subcontractors.
* Experience in developer or self-build environments is highly desirable.
Qualifications
* NEBOSH Construction Certificate or equivalent (required).
* IOSH / CMIOSH status advantageous.
* Safe Pass, Manual Handling, and other site safety certifications.
