Clinical Nurse Manager 1 - Hardwicke Ward

* Reports to: CNM 2 / CNM 3 / Surgical Directorate Nurse Manager
* Salary: Clinical Nurse Manager 1 Grade (€56,642 - €66,705) – in line with Government pay policy
* Hours of work: Full‑time, 37.5 hours per week

Position Summary

The primary purpose of the Clinical Nurse Manager 1 is to develop, maintain, and evaluate an environment that supports the professional nurse in the provision of excellence in patient care. It is predominantly a clinical role with an educational focus. The Clinical Nurse Manager 1 will assist and where needed deputise for the CNM 2 as required, and provide managerial supervision for their department when rostered.

Responsibilities


Patient Accommodation

* Manage utilization of patient accommodation in terms of placement of patients.
* Decide how to organise and plan admission of patients, ensuring such activities are carried out appropriately.
* Alert the Clinical Nurse Manager 2 to any problems that may affect bed policy implementation.
* Organise and plan patient care to pre‑empt and avoid delays in safe and timely patient discharge.


Workload Estimation and Allocation

* Daily, decide with the CNM 2 and allocate the work to be done by staff nurses, student nurses and healthcare assistants.
* Ensure a systematic method for assessment of individual patient needs is implemented and properly documented.
* Estimate workload based on patient nursing needs.
* Promote attainment of each patient’s nursing care needs through appropriate allocation.


Staffing and Manpower Planning

* Prepare weekly duty rosters for each shift, taking into account holiday, study leave and other constraints; review and adjust as necessary.
* Advise the CNM 2 when staff levels fall below those required to meet variations in workload.
* Arrange staff meal breaks in consultation with registered nurses.
* Support and supervise nursing staff and other support staff in performing their responsibilities to the required standard.
* Monitor late attendance and unexplained absenteeism, and report to the CNM 2 or Divisional Nurse Manager.
* Assist with planning and allocating nursing teams with appropriate skill mix and level of experience to ensure continuity of patient care.


Personnel Management

* Promote high staff morale, encouraging team spirit and job satisfaction.
* Ensure welfare and safety policies are adhered to within the department.
* Receive visiting professionals and lay visitors to the department in the CNM 2’s absence.
* Participate in developing a ward orientation programme for new staff and assist with its implementation and evaluation.
* Ensure all staff practice nursing within the code set for the profession by the Nursing and Midwifery Board of Ireland.
* Report staff behaviour outside acceptable limits and investigate complaints, incidents and accidents involving patients and staff in accordance with hospital policy.


Education and Staff Development

* Assess and identify training and development needs for nursing staff and healthcare assistants; set objectives for learning and contribute to training programme development.
* Identify teaching opportunities within the department and plan these in consultation with the CNM 2.
* Participate in planning, implementing and evaluating staff development programmes to support new clinical services.
* Coordinate postgraduate training programmes where necessary.
* Participate in clinical department induction training for all new nursing staff, ensuring sufficient theoretical and practical training.
* Ensure accepted hospital, specialist administrative and clinical policies and procedures are known, understood and implemented.
* Teach, counsel and train learner nurses.
* Act as a resource for advice, support, instruction and guidance for staff nurses in clinical situations.


Clinical Nursing Practice

* Use a framework and model of nursing to assess individual patient needs in line with hospital nursing policy.
* Ensure appropriate nursing care is planned for each patient based on assessment and that prescribed medical treatment and nursing care are delivered within established policies and standards.
* Ensure accurate and complete nursing reporting systems.
* Liaise with ward staff to ensure procedural preparation is completed.
* Ensure accurate reports accompany patients transferred to other hospitals or departments.
* Maintain clinical competence of staff in performing clinical activities.
* Maintain personal clinical skills by managing a suitable patient caseload.
* Direct, supervise and mentor nursing staff in professional and specialist advice on nursing care.
* Order and manage supplies and pharmacy stock to keep the department adequately stocked.


Standards and Quality of Care

* Monitor indicators of quality such as hand hygiene audits, quality care metrics and other ward audits.
* Monitor ward management and clinical standards within realistic targets and explicit limits.
* Ensure department staff understand and abide by required standards and limits.
* Check quality of all work performed by department staff and use available systems.
* Monitor and evaluate outcomes of nursing care for individual patients.
* Prepare and check rooms and equipment to ensure safety of patients during procedures.
* Identify and act upon potential hazards to patients and staff.
* Ensure compliance with HIQA hygiene standards within the ward.
* Co‑operate and participate in audits carried out on the ward.


Budgeting

* Maintain agreed stock level controls and report deficiencies to the CNM 2.
* Encourage staff to use resources judiciously, developing economical habits and adhering to limits to ensure economic use consistent with standards.
* Assist the CNM 2 in preparing duty rosters.
* Order staff judiciously with due regard to workload and budgetary constraints.


Self Development

* Maintain, update and develop knowledge on relevant professional development and current trends by attending study days each year.
* Maintain a personal record of professional development.
* Accept annual appraisal from the CNM 2.
* Discuss performance and future self‑development needs with the Directorate Nurse Manager, CNM 3 and CNM 2 using job performance review in accordance with nursing policy.


Qualifications

Select criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on how well candidates satisfy these criteria.


Mandatory

* Statutory registration, professional qualifications and experience.
* Registered in the relevant division of the Register of Nurses & Midwives on the closing date.
* Eligible applicants: at least 3 years post‑registration full‑time experience (and at least 1 year post‑registration experience) in the specialty or related area.
* Clinical, managerial and administrative capacity to properly discharge the functions of the role.
* Evidence of Continuing Professional Development, including annual registration and maintenance of live annual registration on the relevant division of the Register.
* Confirmation of annual registration with NMBI to the HSE by means of the annual Patient Safety Assurance Certificate (PSAC).
* Health: fully competent and capable of undertaking the duties attached to the office and in a state of health such that they can render regular and efficient service.
* Character: of good character.


Desirable

* A management course.
* Previous management experience.
