Offer description

This role will execute the regulation of medical education, training & competence for all assigned Professional Development programmes, in line with the Medical Council's policies, standards, guidelines and rules and right-touch regulation. This will include quality assurance of education, training & competence bodies / providers, programmes and sites. They will ensure a holistic and consistent approach including a continuous focus on 1) monitoring, 2) evaluation, 3) data-informed learning & improvements, and 4) targeted intervention activity.

Key Accountabilities

Work with other members of the Professional Development team to support and enable the development of the desired organisational culture.

Help foster a culture of engagement, cooperation, collaboration and communication.

Take ownership for the delivery of assigned elements of the business plan, maintaining momentum and prioritisation.

Support the implementation of the Medical Council's organisational change plan, through proactive contributions and delivering on expectations for area of responsibility.

Display a continuous improvement mindset, identifying areas for improvement and delivering actions that lead to demonstrable results.

Build and maintain effective relationships with key relevant external stakeholders and professional bodies as appropriate, to continuously develop knowledge and learning.

Drive effective management of all activities within remit, with a rigorous focus on efficiency, effectiveness and delivering on stakeholder (internal and external) requirements and expectations.

Lead the end-to-end quality assurance of Professional Development programmes, taking a holistic, consistent and risk-based approach with a continuous focus on 1) monitoring, 2) evaluation, 3) data-informed learning & improvements, and 4) targeted intervention activity.

Support the execution of the Medical Council's targeted intervention approach, as required, in line with the overall approach for quality assurance of education, training & competence programmes.

Hold prime accountability for coordinating one of the below team-wide responsibilities to ensure standardisation and learning across the wider Professional Development team:

Management & engagement of education, training & competence providers, including partnership arrangements across all programmes.

OR

Approach to "regulation" of the general division (non-training scheme doctors).

OR

Focus on continuous improvement and process improvement across the team.

OR

Standardised and consistency of external expert panel who conduct assessment activity across all programmes.

Drive close collaboration, ways of working and clear processes within the team and with other teams across the organisation in order to minimise silos and to promote a holistic approach to all Medical Council activity spanning the lifecycle of the doctor.

Essential Requirements


* Experienced professional with a delivery and continuous improvement mindset and an appreciation of the Medical Regulatory environment.
* A minimum qualification requirement is that the applicant holds a Leaving Certificate or an equivalent educational training qualification.
* At least 3 years satisfactory experience in a similar role.
* Demonstrable, well-developed interpersonal and communication skills
* Experience of working and / or managing teams effectively in the pursuit of operational goals, helping to foster a culture of engagement and respect.
* Results focused with a track record of delivering quality effective outcomes
* Experience in managing excellent relationships with key stakeholders

Desirable Requirements

* A third level qualification in a relevant discipline.
* Experience working in a regulatory environment and knowledge of right touch regulation.
* Past experience in quality assurance and / or quality improvement

Essential Characteristics

Excellent organisation and time management skills with proven experience of handling multiple conflicting priorities within tight timeframes.

Excellent attention to detail.

Self-starter with initiative who anticipates need, and demonstrates personal accountability, proactivity and resourcefulness

Good knowledge and use of Microsoft suite

Decisive, energetic and enthusiastic with excellent people, interpersonal and communication skills.

Team player and talent developer with the ability to lead and inspire a team to success.

Flexibility to pivot role requirements to the needs of the department if needed.

Details of Appointment

Position Type: This appointment will be offered on a permanent basis. A 6-Month probationary period applies to this appointment

Salary: Starting salary will be at which €58,264.00 is the first point of the Senior Executive Officer PayScale.

If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.

There will be salary increment each year in line with the Senior Executive Officer Grade Pay-Scale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave: 29 working days plus public holidays

Hours: 35 hours per week, Mon-Fri.

Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and a current requirement for on-site attendance two days per week, which may be subject to change in the future.

Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
