Job Type: 2-year Contract (Onsite)

Location: Limerick, Ireland

Overview:

Dillon Engineering Services is looking to hire multiple Senior Project Liaison Officers (PLOs) for a key infrastructure project based in Limerick. The appointed PLOs will play a vital role in liaising with land and property owners, members of the public, and the Local Authority, in line with the IFA Agreement. A core responsibility of this role is to support the timely delivery of accommodation works agreements, ensuring smooth coordination and communication between stakeholders throughout the project lifecycle.

Responsibilities:

* Providing accurate and timely information to stakeholders on inter alia, details regarding proposed land take, planned accommodation works, and relevant statutory processes.
* Ensure that stakeholders are well-informed by distributing materials such as maps, notices, and official documentation published by Transport Infrastructure Ireland (TII).
* Securing access to privately owned lands, facilitating enabling works and surveys—both intrusive and non-intrusive—required for the project. This includes liaising directly with landowners to obtain consent by the IFA/DOE/TII Agreement, ensuring that all stakeholders receive adequate written notice of at least 14 days before access being required.
* Initiating legal access under Section 78 of the Roads Act 1993 when agreement with landowners cannot be reached.
* Confirming appropriate insurance is in place to protect stakeholders against injury or damage.
* Assessing and recommending compensation for intrusive surveys (e.g., ground investigations, archaeological works).
* Agreeing early on the necessary accommodation works with stakeholders for inclusion in the project design and/or environmental evaluation.
* Verifying land ownership records, identifying private rights-of-way or other burdens, and updating records where needed.
* Investigating ownership of unregistered lands through reasonable enquiries.
* Acting as the main contact between the contractor and stakeholders during construction to manage access, service disruptions, and minimise disturbance.
* Ensuring environmental mitigation measures related to land and property are implemented.
* Guaranteeing stakeholders maintain reasonable access to their land during construction.
* Supporting the Project Manager in securing approvals and serving statutory notices (e.g., Notice to Treat, Notice of Entry) on time.
* Keeping accurate records of land entry dates and advising on interest payable where applicable.
* Overseeing pre-construction property surveys and monitoring of wells to ensure stakeholder and Local Authority satisfaction.
* Assisting with compensation cases referred to arbitration, alongside property valuation and legal teams.

Requirements:

* Level 8 qualification in Engineering, Agriculture or other relevant discipline.
* 5+ years’ experience on roads projects.
* Maintaining respectful and transparent communication will be essential in preserving positive relationships with landowners and the wider community.
