Head of Risk Management – Banking / digital banking
An international financial services group is establishing a new digital banking operation in Ireland and is seeking a Head of Risk Management to play a central role in its banking licence application and subsequent launch.
This is a founding leadership position, offering the opportunity to design and implement the risk framework for a new bank, from first principles through authorisation to operation.
The successful candidate will shape the risk culture, governance, and systems that underpin a next‑generation financial institution.
Key Responsibilities
Design and implement a comprehensive enterprise risk management framework and risk appetite statement covering all material risk categories, capital, liquidity, market, credit, and regulatory.
Develop and oversee tools, systems, and processes for risk measurement, reporting, and control testing.
Lead the preparation and challenge of prudential risk documentation (ICAAP, ILAAP, RRP, and stress testing).
Engage proactively with the Central Bank of Ireland on all risk‑related aspects of the licence application.
Build and mentor a small, high‑calibre risk team as the bank scales.
Partner with business and technology teams to ensure operational resilience and regulatory alignment.
The Person
15–20 years' experience in risk management within the banking sector, including 10+ years in leadership or management roles.
Strong technical knowledge of CBI, EBA, Basel, and CRD/CRR standards.
Proven experience engaging with the Central Bank of Ireland, ideally in the context of authorisations or supervisory reviews.
Entrepreneurial mindset and ability to operate in a start‑up or transformational environment.
Experience building frameworks and teams from inception.
Prior PCF‑14 experience is highly desirable, though strong deputy‑level candidates seeking progression will also be considered.
