Team Horizon is seeking an Energy Technical Services Officer for a role in Kilkenny.
The main function is to promote energy and carbon reduction through energy management teams and behavioural change programmes. Support, promote, and actively participate in sustainable energy, decarbonisation, water, and transport initiatives to create more sustainable, low-carbon, and efficient facilities.

What you will be doing:
* Monitoring and reporting on energy consumption in healthcare premises.
* Supporting existing and initiating new Energy Awareness Management Teams in designated locations.
* Building on best practices in existing areas.
* Establishing Energy Management Teams including Hospital Manager, Finance Manager, Maintenance Manager, and Estates Representative.
* Collaborating with Hospital Green Teams and Energy Teams.
* Providing metered energy and water usage data, comparators, and KPIs.
* Progressing energy audits.
* Compiling action plans for each location.
* Running staff "User Education" and "Energy Awareness Programmes".
* Developing work already undertaken by OPW through its ‘Optimising Power @ Work’ programme.
* Progressing Display Energy Certificates.
* Producing a register of opportunities and supporting project development for retrofit projects.
* Using nationally agreed tools to assess project benefits.
* Progressing funding applications for capital works, including EPCs where appropriate.
* Managing the specification, design, procurement, and completion of minor capital works.
* Reviewing the MIC for all supply points.
* The Technical Services Officer will:
* Work closely with the National Estates Energy Unit, providing advice and support.
* Be an active team member of the Regional Energy Bureau.
* Collaborate across all Regional Energy Bureaus.
* Report to the National Capital & Estates Energy Unit Estates Manager.
* Provide monthly activity and expenditure reports.
* Contribute to the annual energy minor works programme.
* Undertake other duties as assigned.
What you need to apply:
* Hold a Level 8 (or higher) QQI major award in Mechanical, Electrical, or Sustainable Energy Engineering.
* Membership of Engineers Ireland.
* At least five years’ experience in mechanical or electrical engineering, including design, project management, or maintenance of buildings/services.
* Requisite knowledge and management ability.
* Good character and suitability for the role.
