PE Global Recruitment are currently working with a leading state body to recruit a Senior Project Finance Manager to join the team in Dublin.
This is a full time role, working on advisory services to public sector clients, on infrastructure projects.
About the Organisation
This organisation is a central body within the Irish public sector provides asset and liability management services on behalf of the State, overseeing a broad portfolio of functions including national funding, infrastructure delivery, investment management, and claims administration.
It works across a number of specialist units and affiliated agencies, supporting the delivery of major public projects and strategic initiatives nationwide.
Within this structure, a dedicated infrastructure delivery and advisory function is responsible for supporting State authorities in the planning, financing, and execution of large-scale capital projects, while also providing financial and commercial advisory services across a range of sectors.
Role Overview
An opportunity has arisen for an experienced finance professional to join a financial advisory team in a senior capacity.
The successful candidate will play a leading role in advising public sector clients on the financial and commercial aspects of major infrastructure projects.
This includes involvement across the full project lifecycle, from early-stage structuring through to procurement, funding, and delivery.
The role requires strong stakeholder engagement skills and a proven ability to build and maintain effective working relationships with public sector clients and external partners.
Experience in advisory, banking, or project finance transactions is highly desirable.
Key Responsibilities
Lead engagement with public sector clients on the scoping, structuring, and delivery of infrastructure projects across their lifecycle
Undertake financial, commercial, and risk assessments to inform project structuring and delivery approaches
Develop, review, and stress-test detailed financial models for infrastructure projects, including whole-life cost analysis
Support the preparation of procurement and contract documentation, including financial and commercial requirements
Engage with funding markets and manage relationships with potential debt and equity providers
Negotiate commercial and financial terms within project agreements
Maintain and develop strong stakeholder relationships with clients and internal teams
Provide advice on ESG considerations relevant to infrastructure financing
Lead or contribute to broader advisory work, including financial analysis, market analysis, options analysis, and investment/robustness assessments
Prepare reports and presentations for senior stakeholders and decision-makers
Candidate Profile
Qualifications
A relevant third-level qualification in finance, economics, commerce, or a related discipline
Professional qualification (e.g., ACA, ACCA, CIMA, CPA, CFA) is highly desirable
Experience
Typically, 10+ years' relevant experience in financial advisory, banking, sustainable finance, or infrastructure/project finance
Demonstrated experience supporting large-scale capital infrastructure projects
Skills
Strong communication skills, with the ability to convey complex financial concepts clearly
Excellent analytical and numerical ability with strong attention to detail
Proven stakeholder management and relationship-building capability
Highly organised, with the ability to manage multiple priorities and meet deadlines
Collaborative team player with strong interpersonal skills
Ability to represent the organisation effectively in both internal and external settings
