The Revenue Solicitor is a key senior management position with legal, managerial and operational responsibilities, reporting directly to the Revenue Board. The Revenue Solicitor leads and manages the Revenue Solicitor’s Division (the Division) with responsibility within Revenue for providing a comprehensive in-house legal service to the Revenue Commissioners in relation to all taxes and duties administered by Revenue and related matters of governance, regulations and compliance.
Main Duties of the job
The Division is responsible for a diverse range of legal functions including the conduct of criminal prosecutions, tax and customs appeals before the Tax Appeals Commission, litigation in the District, Circuit, and Superior Courts, advice in relation to insolvency matters, and legal interpretation of legislation and on a range of other areas, including commercial law, administrative law, EU law, data protection, human rights, equality and employment law.
The role involves managing a large portfolio of cases and developing the legal capability and strategic direction of the Division.
The successful candidate will have:
- Excellent legal and analytical skills with the ability to operate as a senior lawyer in a large and complex organisation;
- Excellent leadership qualities and be capable of managing and giving energetic visible leadership to the staff of the Division, building the capability and capacity of the staff so that the Division delivers to a consistently high standard of performance and ensuring resource optimisation and prioritisation.
- Relevant legal knowledge of, and experience in, Tax and Customs.
- Good knowledge of the Irish, EU and relevant international tax and duty legislative environment.
- A broad understanding of developing, implementing and supporting Revenue’s strategic objectives and broader Civil Service Renewal and Public Service Reform initiatives.
- An understanding or high-level awareness of legal, business, commercial and international drivers and how they may impact on or influence tax and duty compliance.
In order to be eligible to compete, prospective candidates must, on or before closing date;
- Be enrolled as a practising solicitor in the State or be entitled to and be able to be enrolled as a solicitor in the State on taking up appointment as the Revenue Solicitor and
- Have at least 7 years’ post qualification experience in providing legal advice to complex organisations and/or relating to complex matters.
