The Information Systems (IS) Department delivers Information and Communications Technology (ICT) to Dublin City Council, providing services under five key areas: Strategy, Project Management, Application Support, Security and Technical Management. Services are provided under Service Level Agreements agreed with the client Departments using international Information Technology Infrastructure Library (ITIL) standards. The Service Desk provides help and assistance to users who do not have a local IT unit. ICT Projects are managed under international best practices and agreed corporate structures. Over 5,000 users are supported in more than 140 specific applications at 170 locations throughout the City.
The IS Department provides services under a corporate ICT strategy and strong business ownership. Industry leading applications and hardware is used to support this strategy including major elements of Oracle e-business suite covering Financials, Transport asset management, Integrated housing and integrated planning systems. Clustered enterprise level servers are used with high performance Storage Area Network (SAN) technology to provide resilient solutions. Management of external service providers and project resources is a key element of the IS Department activities. DCC also manage a number of sectoral and National IT systems including Voter Registration.
About the Role
The Assistant ICT Manager is a senior position within the Information Communications Technology function. The appointee will report to the ICT Manager or the head of Digital Services.
The Assistant ICT Manager is a key member of the department’s management team.
They will plan and direct the development and implementation of complex Information Technology (IT) systems to support the operation of the Local Authority, while ensuring best practice standards.
The Assistant ICT Manager duties include but are not limited to the following

Supporting the ICT Manager/Head of Digital Services as appropriate in the development and communication of the organisation’s Information Communications Technology (ICT) and Information Systems (IS) and Digital strategies.
Defining a strategic framework for ICT within the Council that will align with the goals and objectives of the wider Council business strategy.
Evaluating and developing the potential of modern ICT to enhance the business objectives of the Council and ensure maximum impact of emerging technologies.
Preparing operational and service plans for the ICT Unit to ensure that all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of the organisation’s short- and long-term goals.
In conjunction with the Director/Head of IS or the ICT Manager/Head of Finance as appropriate, setting, agreeing and monitoring ICT budgets for routine expenditure and one- off projects.
Building the capacity of the organisation to maximise ICT opportunities.
Having a high level of autonomy to structure the post in line with the Council’s corporate needs.
Ensuring the adequacy of IT systems in the Authority, and in particular their support by adequate information systems.
Responsibility for the investigation and implementation of any new technologies that would contribute to the improvement, efficiency and enhancement of existing information systems.
Providing an infrastructure that will maximise the potential of and promote the use of e- business/e-service.
Accountability for the delivery, continuity and effective support of quality infrastructure and services.
Ensuring the security and integrity of Council data and ICT infrastructure.
Project managing systems and application development.
Representing the Council on National groups and in joint initiatives with other public service bodies. • Fostering relationships with other public bodies.
Procuring ICT hardware, software and licences (including contract negotiation)
Procuring and managing appropriate external technical support services ensuring service quality, standards and targets are achieved.
Establishing and promoting appropriate ICT policies, guidelines, standards and processes such as ITIL and Project management methods like PRINCE2 and pmbok.
Providing business analysis skills to all areas of the organisation.
Managing and supervising employees up to the position/grade of Administrative Officer or analogous.
Building an effective team, developing motivation and commitment, and maintaining sound employee relations and morale in accordance with good employment practice, relevant legislation and the adopted Policies and Procedures of the Local Authority.
Providing effective leadership and management taking responsibility for ensuring that ICT staff development and succession planning needs are met.
Promoting an explicit focus on up skilling, achievement and quality among ICT staff, through the setting and monitoring of performance targets, recognising good performance and tackling underperformance positively through the Performance Management Development System (PMDS) process.
Analysing, interpreting and communicating effectively technical information and concepts to the Council’s management and staff.
Developing and managing a disaster recovery/business continuity solution that minimises the risk of system outages and data loss/corruption.
Driving continuous improvement of the ICT contribution to the Council through the use of ITIL and Project Management standards.
As a senior member of the department’s management team, contributing to the business planning and overall management of the department.
Ensuring the management of the ICT Service desk ensuring a customer‑centric approach to service delivery.
Contributing effectively to business process improvement initiatives.
Providing appropriate reports on ICT services, performance, NOAC service indicators and developments to Senior Management.
Liaising with other Council managers to ensure that the ICT functions and capabilities align with the business goals of the Council.
Providing technical ICT direction to the organisation.
Advising management on developments in information and communications technology and in the purchase of hardware, software and services.
Assisting in the development of strategic IS/IT plans and in the formulation and implementation of ICT policies and best practice.
Managing the implementation of new systems using standard project management methodology.
Managing the delivery of ICT services throughout the organisation using standard ITIL based service methodology.
Providing an infrastructure that will maximise the potential of and promote the use of e- business/e-service.
Managing the internal and external resources involved in the delivery of ICT services and projects.
Identifying and implementing appropriate staff training programmes.
Implementing security procedures and controls to protect the system integrity and provide a satisfactory level of operating efficiency.
Advising and assisting the ICT Manager in the exercise of their duties and acting as deputy when required.
Implementing the Digital Strategy.
Managing the Data Management unit.
Managing the web unit.
Supporting BIM implementation.
Supporting GIS corporately.
Supporting Digital Transformation.
Performing such other duties and responsibilities as may be assigned from time to time.
