Unijobs on behalf of our public sector client currently have a requirement for a suitably skilled Cyber Risk Manager.
This is a temporary position; the initial contract duration is for 12 months with the possibility of extension thereafter. This position is also working off a hybrid model, with the successful candidate having the flexibility to attend meetings onsite when required.
Based off a 35-hour work week the successful candidate will be employed as an agency employee and will be paid an hourly rate of €45.49 based off an annualised salary of €83,081 and will accrue 30 days’ annual leave per year along with public holidays.

Specification
Our client has a requirement for a Cyber Risk Manager, who will lead, manage and develop the Cyber Risk Team, ensuring clear allocation of responsibilities, effective prioritisation of work, quality assurance of outputs, staff development, and delivery of agreed cyber risk objectives as part of the Cyber Governance, Risk and Compliance team within the function. They will serve as a key escalation point, provide leadership and ensure that the function operates effectively to support the cybersecurity maturity objectives, risk management and regulatory compliance obligations.
Role and responsibilities

The Risk Manager is responsible for leading and maturing the cyber risk management capability.
Reporting into the Head of Governance, Risk and Controls in the office, the role ensures cyber risks are identified, assessed, treated and reported in line with organisational risk appetite, regulatory obligations (including NIS2), and industry best practice such as the NIST Cybersecurity Framework (CSF).
Lead, oversee and quality assure cyber risk assessments across the organisation, ensuring consistent methodology, appropriate stakeholder input, clear mitigation plans and timely escalation of material risks.
The role will include supporting on the development of a cyber risk management programme of work and a review of current cyber risk management practices.
The Risk Manager will work closely with clinical, operational, digital, and executive stakeholders to protect patient data, clinical systems, and critical health services.

Skills and experience

Must have:
A track record of 5+ years successfully managing cyber risks within an organisation, preferably (but not necessarily) for a Health Sector Organisation, and this must be clearly demonstrated in the submission.
Significant experience leading a cyber risk, information security risk, technology risk or equivalent governance function, including management of staff, prioritisation of workloads, quality assurance of outputs, and engagement with senior decision makers.
Experience of managing cyber risk identification, analysis and assessment and making recommendations on the mitigation of such risks.
Practical knowledge of cyber risk management frameworks, standards and regulatory obligations, including NIST CSF, ISO 27001, NIS2 or equivalent frameworks
Experience in a healthcare or public sector setting.
Experience developing or delivering cyber risk training, awareness material, guidance or communities of practice to support consistent risk management across a complex organisation.
Degree/MSc in Cyber Security, Information Security, Risk Management, IT or a related discipline (or equivalent professional experience).
Relevant professional certification(s) highly desirable:
CRISC
CISM
CISSP

Key responsibilities

Act as a trusted professional with high standards of integrity, accountability, and ownership of the cyber risk function.
Promote a proactive and accountable cyber risk culture across the CISO Office and delivery areas, ensuring alignment with organisational strategy and defined risk appetite.
Lead the development of cyber risk capability across the Risk Team, including mentoring staff, supporting knowledge sharing, identifying training needs, and ensuring consistent application of cyber risk methodology, reporting standards and escalation processes.
Oversee the operation of the Cyber Risk Governance Group (CRGG) and the Cyber Risk Review Board (CRBB), ensuring risks are clearly articulated, understood, prioritised, and actively addressed by senior leadership.
Lead cyber risk governance activities, ensuring effective governance, escalation, and decision-making for material cyber risks.
Establish and maintain strong working relationships with stakeholders across the organisation to embed cyber risk management into strategic programmes, procurement, and operational delivery.
Collaborate with internal ICT, technical, and compliance teams to evaluate the effectiveness of cyber security controls and risk mitigation measures.

This position may be subject to Garda Vetting and Foreign Police Clearance, if applicable you will be required to obtain these prior to commencing in this role.
