The Role:
The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered.
The Integrated Operations function monitor the performance of the operating environment, ensuring risks to service continuity are identified and managed and that the Customer first approach is at the forefront of Asset Operations activities. This will include the performance of the asset base, optimising production and managing network integrity during interventions.
The Instrumention Control Automation Regional (ICA) team play a key part in ensuring the operation of UÉ’s asset base and the quality of the data that is utilised by the field, telemetry and NOMC teams. The ICA Regional Lead reports to the ICA Manager and is responsible for leading a dispersed regional team, ensuring excellent response to operational needs and continuous improvement in the services provided. This involves being responsible for both planned and reactive, Instrumentation, Control and Automation activities.
Main Duties and Responsibilities:
* Responsible for the overall management of planned and reactive instrumentation, controls and automation (ICA) operations activities across the UÉ asset base regionally
* Establish and embed an insourced and contractor-supported ICA team within a region, providing them with necessary direction and skills in order to ensure the provision of ICA defined services and continuous improvement
* Responsible for the undertaking of a range of instrumentation, controls and automation tasks (with internal team and with contractors), which may include fault finding and diagnosis, signal testing, calibration of field instrumentation and associated equipment used in process control and maintenance and repair of communication systems and controllers
* Development of asset register for ICA equipment, maintenance activities and replacement schedules utilising enterprise solutions
* Leading the mixed internal and contractor team to ensure it works in accordance with defined levels of operational excellence, health and safety requirements, QA systems and processes and procedures using the technology provided
* Accountable for managing the regional budget allocated to the team including approval of purchase
* Maximising the effectiveness of the team and develop and grow the skills of all team members through coaching, training and performance management
* Ensure the development of standard operating procedures that maximise quality of output, efficiency and support the adoption of processes
* Resource and contractor management including team meetings, productivity management, commercial management, utilisation of vehicles and undertaking of periodical performance reviews, appraisals and resulting recommendations
* Ensuring policy implementation and best practice standards are applied including cyber security and safe working practices to regulatory requirements
* Responsible for ensuring the ICA team operate and maintain UÉ vehicles, as required, in a responsible manner in line with all relevant UÉ vehicle, health, safety and security policies.
* Responsible for supporting inventory stores to be effective to provide critical spares as required
* Support in the coordination and participate in incident and emergency response as required, ensuring all health and safety standards are met
* Participate in out of hours and standby working as required
* Responsible for monitoring and reporting KPIs for processes over which they have ownership
* Responsible for managing field-based internal and contractor teams, preparing and delivering timely internal communications
* Other duties as required.
General Duties and Responsibilities
* Collaboration with key internal stakeholders across the UÉ business.
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Other duties as required.
Knowledge, Skills and Experience:
* Relevant third level qualification and or accreditation is desirable.
* A minimum of 5 years’ experience in the water, utilities or similar industries is desirable.
* Significant management experience in an operational or customer service related area.
* Proven experience in maintenance management of ICA systems, preferably in water, utilities or a regulated sector.
* In depth knowledge of PLCs, SCADA systems and Instrumentation.
* Demonstrated leadership ability, proactive development, motivation and engagement of staff.
* Experience managing a large team, with strong people, change management and conflict resolution skills.
* Experience providing coaching in the development of the technical skills and abilities in others.

* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
* We aim high - You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment.
* Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented
* Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.
* Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
* We do the right thing - Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
* Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
* Highly motivated individual, working to the highest professional standards and with proven ability to deliver.
* Valid, clean, and full category B Irish driving licence

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
