Senior Executive Architect (5 Yr Fixed Term Con)

Introduction to Role: The Senior Executive Architect works as part of a multi‑disciplinary team delivering architectural services to the Local Authority and provides advice and leadership to the team. Reporting to a Senior Architect, or such other designated person(s) as may be assigned from time to time, the post holder will deliver a programme of architectural work and provide advice to the City & County Council on all architectural matters. The programme of work may include responsibility for the delivery of the urban and rural regeneration programmes, the construction/refurbishment of social housing accommodation, management and maintenance of Council property and architectural advice as well as leadership and input to the positive development of the relevant region.


Ideal candidate will

* demonstrate the necessary vision, leadership and experience at a sufficiently senior level in the delivery of capital projects;
* be able to work with and lead multi‑disciplinary teams and have the ability to motivate, empower, encourage and achieve maximum efficiency and value for money from the personnel and processes under his/her control;
* have satisfactory management experience;
* possess the management skills and ethos necessary to optimise staff contribution to the achievement of organisational goals and objectives;
* possess a high degree of initiative and be able to work both as an individual and as a team member;
* be innovative and have a career record that demonstrates a high level of competence in the management of staff, communication, conceptual and analytical thinking and initiative;
* have good knowledge and awareness of the Building Regulations and the Building Control Act and their application in the workplace;
* have an outward looking perspective and a track record of successful inter‑agency collaboration and co‑ordination;
* have a clear knowledge and experience of project management and public procurement;
* have a good working knowledge of the legal, regulatory and governance framework within which the Council operates;
* have the ability to manage financial resources within a budgetary control framework;
* have a satisfactory knowledge of public administration in Ireland and experience of administration at a high level;
* have excellent interpersonal and communication skills;
* possess excellent organisational and IT skills;
* possess excellent knowledge of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace in accordance with the Council’s approach to managing safety in the workplace;
* be capable of working in close consultation with the County Council, Strategic Policy Committees, Municipal Districts, and to seek co‑operation and consensus with a whole range of bodies and representative groups;
* demonstrate an understanding of the role and duties of line managers and the ability to take a structured and procedurally sound approach to achieve management objectives in the workplace.


Candidates must also

* demonstrate experience in the design of public buildings;
* demonstrate experience of working with heritage structures and older buildings;
* demonstrate experience in urban design and public realm projects.


Main duties and responsibilities

* Supervision and Management of staff;
* Liaise with Public Representatives;
* Working closely with other public bodies;
* Manage workload effectively within team ensuring that the targets set for that work area are reached;
* Report to Senior Manager regarding any issues arising or as requested;
* General Office management ensuring that services are delivered efficiently and in line with Corporate Objectives;
* Project management as required;
* Supervise and Participate in the Performance Management Development System;
* Prepare, analyse and report as required;
* Create and maintain any records as required;
* Successfully manage the relationship with internal departments and external service providers as provided;
* Use all technology and equipment assigned;
* Complete all essential training successfully;
* Manage budgets as required;
* Manage general office operations including general reception, telephone duties and the public in a professional and courteous manner;
* Work with local volunteers, public representatives and other service providers to develop local initiatives and organise community participation as required;
* Possess a high degree of initiative and be able to work both as an individual and as a team member;
* Maintain appropriate records, reports and documentation as required;
* Ensure that effective and appropriate monitoring procedures are carried out to record project activities and progress;
* Proactively use information and communication technology to improve service delivery and efficiency;
* Undertake research as required into proposed projects/local initiatives;
* Develop, design and act as senior project architect on a variety of capital related projects including the delivery of the current social housing programme, urban and rural regeneration programme, public realm and amenity works, public and civic buildings and the delivery of other infrastructural works that may arise;
* Assist with the preparation of rural and urban regeneration strategies, funding applications, project delivery programmes and budgets;
* When requested, fulfill the duties of Project Supervisor for the design Process (PSDP) on behalf of Waterford City & County Council in accordance with the 2013 Safety, Health and Welfare at Work (Construction) Regulations;
* When requested, fulfil the duties of Design Certifier and Assigned Certifier as required under the Building Control (amendment) Regulations 2014;
* Managing Design Teams and external consultants;
* Managing all aspects of construction projects from procurement to final account including contract documents;
* Identify and agree work programmes, targets and deadlines and their subsequent implementation;
* Represent the Council at meetings;
* Work effectively with the Elected Members and Council staff towards the successful and speedy implementation of designated projects;
* Prepare reports for the Council, committees of the Council, Central Government and other stakeholders;
* Actively engage with the Department of Housing, Planning and Local Government as necessary;
* Carry out any other duties that may be assigned from time to time.


Qualifications

* Character: Candidates shall be of good character.
* Health: Candidates shall be in a state of health such that a reasonable prospect of being able to render regular and efficient service exists.
* Education, Experience, etc.:
o Hold a professional qualification in Architecture that is prescribed under the Building Control Act, 2007, or an equivalent qualification; and
o Be eligible for registration as an Architect under the Building Control Act, 2007 without requiring further assessment; any appointment by the employing local authority will be subject to registration under the Act;
o Have at least five years satisfactory relevant experience of architectural work;
o Have experience in the design of buildings, the preparation of sketch plans, working drawings, details and specification;
o Have knowledge of the principles of Urban Design and planning policy and practice;
o Have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
* Each candidate must be under 65 years of age on the latest date for receipt of completed application forms if not a new entrant to the Public Service; the age restriction does not apply to new entrants as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004.

Non‑Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications; overseas qualifications must also be accompanied by a translation document.

The ideal candidate will also:

* Be self‑motivated with the ability to work on own initiative.
* Have strong interpersonal and communications skills and be capable of representing the Council in a professional and credible manner with all stakeholders.
* Have an awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace.
