About The NTMA
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.

Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the National Asset Management Agency (NAMA), the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

Role Summary
The Interim Head of ICT Cyber Security & Networks is a senior leadership role responsible for overseeing enterprise cyber security, network infrastructure, and security governance across the NTMA.
Acting as the organisation’s principal cyber security authority, the role provides strategic direction, operational oversight, and assurance to senior management on cyber related risk, resilience, and regulatory compliance. The position combines governance and cybersecurity risk leadership with accountability for the cybersecurity framework, operational network security, and resilience of NTMA’s network and perimeter infrastructure.
This is a critical interim role, requiring a decisive leader with strong stakeholder engagement skills, sound judgement, and the ability to mature cyber security capability while maintaining operational stability.
Key Responsibilities
Cyber Security Leadership & Governance

Act as the NTMA’s senior cyber security authority, providing expert advice to ICT leadership and senior management.
Define and maintain NTMA’s cyber security strategy, roadmap, and operating model.
Establish and oversee cyber security governance, policies, standards, and risk management frameworks.
Ensure alignment with relevant regulatory, legislative, and best‑practice obligations (e.g. NISTv2 NIS2).
Provide regular cyber risk, threat, and posture reporting to senior stakeholders and governance forums.

Security Risk, Assurance & Compliance

Own and maintain the enterprise cyber risk register and risk treatment plans.
Lead and coordinate internal and external cyber security audits, assessments, and regulatory engagements.
Oversee third‑party and supply‑chain security risk, including assurance of critical service providers.
Ensure security considerations are embedded into ICT change, architecture, and procurement processes.
Drive continuous improvement of security controls, maturity, and assurance outcomes.

Incident Management & Operational Resilience

Own major cyber security incidents, ensuring effective response, escalation, and post‑incident review.
Lead cyber crisis management and playbook development, including executive‑level response scenarios.
Contribute to ICT and organisational operational resilience planning, including disaster recovery and business continuity alignment.
Ensure lessons learned from incidents and exercises are embedded into controls and processes.

Networks & Infrastructure Security

Provide oversight of enterprise network and perimeter security architecture.
Ensure secure, resilient design and operation of network services (on‑premise and cloud).
Oversee network security tooling, monitoring, and vulnerability management.
Balance security, performance, and availability to meet business and regulatory requirements.

People, Engagement & Leadership

Lead and mentor cyber security and network teams, fostering a strong security culture.
Act as a key liaison between ICT, business units, external partners, and State bodies.
Influence senior stakeholders through clear, concise, risk‑based communication.
Support development of cyber security awareness and accountability across the organisation.

Experience & Technical Requirements

Significant senior‑level experience in cyber security leadership or equivalent roles.
Strong background in cyber risk management, governance, and regulatory compliance.
Proven experience leading security incidents, audits, and assurance activities.
Deep understanding of enterprise network security and infrastructure resilience.
Experience operating in complex, regulated environments (financial services or public sector highly advantageous).
Strong stakeholder management experience at senior and executive levels.

Desirable Experience & Knowledge

Experience with NISTv2 and NIS2, or comparable regulatory frameworks.
Familiarity with third‑party risk management and outsourced ICT models.
Exposure to hybrid and cloud security architectures.
Experience presenting to executive or board‑level forums.

Skills & Competencies

Excellent written and verbal communication skills.
High levels of integrity, discretion, and professionalism.
Ability to balance strategic direction with operational demands.

Qualifications

Third‑level qualification in cyber security, information technology, or related discipline.
Recognised cyber security qualifications (e.g. CCISO, CISSP, CISM, CRISC or equivalent) desirable.
