Job Description Job Title: Business Analyst Location: Dublin, D01 (3 days remote/2 days onsite) Contract / Permanent : 6 Months with further Extension Start date: 16 th February **** Nature of the role: The Digital Transformation Unit with the client requires a Senior Business Analyst to join their team.
There are a high number of interactions between Local Authorities (LAs) and business units across the Department.
Typically, the business units will request information from the LAs, which may be returned on excel sheets, word documents, emails, or a combination of these mediums.
Over the past year, we have designed and developed a platform as a proof of concept to improve data collection and engagement with (LAs).
The Platform is a CRM platform with an online portal for use by LAs and a back office system for use internally in the Department.
The application was developed using Microsoft's Power Platform and Power BI.
Local Government HR's (LGHR) Staff Sanction Request process was chosen as our initial use case for proof of concept.
The back office system is now in daily use in LGHR and the portal is currently being piloted in three LAs with a plan to roll it out to all LAs shortly.
The Senior Business Analyst will support our engagement with LAs as we scale out the functionality on the platform to many other services across the Department.
The Senior Business Analyst should: • Have a strong theoretical base in business analysis, with ability to apply best practice principles to the subject matter context.
• Acts as the senior responsible person with respect to business analysis on major client engagements.
• Have experience in leading complex ICT projects/programmes.
• Take responsibility for leading on the business analysis function within the Digital Transformation unit, including the ability to coordinate contributions of other specialists to complete a joint project.
Experience Level Required: · It is a mandatory requirement, that the Resource proposed has the equivalent of 7+ years of extensive professional experience in their specialised field (Business analysis).
· It is a mandatory requirement, that the Resource proposed hold the following qualifications or equivalents: Professional qualifications in Business Analysis · English language proficiency (spoken and written) must be at C2 level (Mastery/Proficiency) or equivalent.

1. Leads the review and analysis of the organisation's business intentions, services, processes and information needs to identify changes that lead to business improvements and digital transformation.
2. Provides clear and intuitive documentation when defining existing and future business processes ad ensure documentation is stored in a logical manner.
3. Establishes the contribution that technology can make to business objectives, defining strategies, validating and justifying business needs.
4. Conducts feasibility studies, producing high-level and detailed business models of current business processes (as-is) and the future state (to-be).
5. Prepare detailed specifications and oversees development and implementation of solutions, taking into account the implications of change on the organisation and all stakeholders.
6. Liaises with management regarding the delivery process and organisational change.
7. Provide regular updates to management, project boards and stakeholders.

4. Has experience working in a technical environment on diverse project teams alongside developers, database architects, project managers, business units etc.
5. Has excellent presentation skills and can present to both technical and nontechnical audiences.
