Job Summary.
The Head of Risk is responsible for leading the development and implementation of the Infrastructure Risk Management Strategy and for ensuring the development and implementation of consistent and effective risk management tools, techniques, processes and standards across infrastructure programmes. The role drives excellence in risk management activities and demonstrates significant expertise, ensuring provision of timely and high-quality information, guidance and specialist advice on risk management across the Programmes while ensuring processes are practical, embedded and connected to all key stakeholders.
Key Responsibilities.
Strategy & Growth:Lead and manage the implementation of consistent risk management tools and techniques, processes and standards, integrating these within the wider programme controls framework. Apply advanced knowledge in risk management for the analysis and resolution of issues within projects and programmes framework, including benchmarking against best practice and implementing innovative solutions.
Sales & Business Development:Promote and participate in knowledge share across the organisation to raise awareness of the importance of risk management and generate a culture of continuous learning. Work with delivery teams to understand risk profiles and develop robust risk management, mitigation and contingency strategies.
Solution Design & Implementation:Constantly maintain corporate risk management systems ensuring feeder registers are updated and translated into required systems. Support programme teams in carrying out Quantified Risk Assessments (QRA) and assessing risk apportionment in commercial contracts. Develop risk reporting platforms to support management reporting and tracking of mitigation actions status.
Leadership & Team Development:Support the Head of Programme Controls in leading a team of Risk Leads across the Programmes. Oversee day-to-day activities of Risk Leads ensuring appropriate implementation of risk management processes. Develop and maintain detailed resourcing plans for risk management delivery and provide support to Risk Leads in their delivery functions.
Governance & Compliance:Lead risk workshops, risk assessment processes and risk register reviews in conjunction with key stakeholders. Drive continuous improvement of risk management processes by evaluating and challenging the organisation's management of risk, recording and monitoring for effectiveness to ensure fit-for-purpose risk management structures meet good standards and business needs. Develop KPIs in relation to risk performance across Programmes and implement these effectively.
* Business Development:Ability to promote risk management awareness across organisations and influence stakeholders at all levels to embed quality management values and culture while supporting project delivery and reporting.
* Technical Expertise:In-depth knowledge of designing and implementing risk management strategies and process improvement practices across large programmes. Ability to apply complex risk measurement and management techniques such as Monte-Carlo analysis and risk profiling with excellent administrative, coordination and database skills.
* Client Engagement:Strong communication and interpersonal skills combined with ability to influence across all levels. Experience dealing with range of stakeholders across organisations to improve processes and guidance supporting project delivery.
* Leadership & Collaboration:Strong leadership and influencing skills to manage and motivate teams both within and outside Infrastructure to embed quality management values. Methodical, analytical and focused approach to work procedures with proactive problem-solving abilities and strong attention to detail.
Qualifications & Experience.
* 15+ years’ experience in risk management across Infrastructure programmes of significant size and complexity.
* In-depth understanding of design and delivery requirements of technically complex projects in architectural/engineering/construction sectors with experience in risk reporting and implementation of mitigation actions.
* Understanding of project governance and construction procurement processes with good knowledge of EU and Irish legislation, law and best practice in relation to risk management.
* Third Level/Higher Education Qualification in a related discipline
