Job Summary
The HSE (Health, Safety & Environment) Manager is responsible for leading and managing all HSE activities on a pharmaceutical manufacturing site.
The role ensures full compliance with Irish legislation and global pharma standards while promoting a strong safety culture and minimizing operational risks.
Key Responsibilities
1. HSE Strategy & Compliance
Develop, implement, and maintain HSE policies and procedures.
Ensure compliance with Irish regulations (HSA, EPA) and international standards (ISO *****, ISO *****, GMP).
Act as the main contact for regulatory authorities and external auditors.
2. Risk Management
Conduct risk assessments, hazard analysis, and safety audits.
Implement corrective and preventive actions to mitigate risks.
Monitor workplace conditions to ensure safe operations.
3. Site Safety Leadership
Promote a strong safety culture across all departments.
Lead HSE initiatives, campaigns, and continuous improvement programs.
Provide leadership and guidance to HSE teams and site personnel.
4. Incident & Emergency Management
Lead investigations of incidents, accidents, and near misses.
Develop and manage emergency response plans and drills.
Ensure proper reporting and documentation of all HSE incidents.
5. Training & Awareness
Deliver HSE training programs (inductions, toolbox talks, SOPs).
Ensure all employees understand safety procedures and compliance requirements.
Maintain training records and competency matrices.
6. Environmental Management
Monitor environmental impact, waste management, and emissions.
Ensure compliance with environmental permits and sustainability goals.
Manage hazardous materials and chemical safety (SDS, labeling, storage).
7. Reporting & Documentation
Prepare HSE reports, KPIs, and audit documentation.
Maintain accurate records for inspections and regulatory compliance.
Track performance metrics and drive continuous improvement.
Requirements
Education & Qualifications
Degree in Occupational Health & Safety, Environmental Science, Engineering, or related field
NEBOSH / IOSH certification (essential)
Knowledge of GMP and pharmaceutical regulations
Experience
5 years HSE experience, preferably in pharmaceutical or life sciences industry
Experience in managing HSE systems in manufacturing environments
Skills
Strong knowledge of Irish HSE legislation
Excellent leadership and communication skills
Risk assessment and incident investigation expertise
Strong analytical and problem-solving abilities
