About the Digital Transformation Unit (DTU)
The Digital Transformation Unit (DTU), under the Office of the Chief Information Officer, is responsible for delivering innovative, citizen-centric digital solutions.
The unit leverages technologies such as the Microsoft Power Platform and Power BI to modernize processes and improve service delivery.
A key initiative is the EOLAS platform, a CRM-based solution designed to enhance collaboration and data exchange with Local Authorities (LAs).
Role Overview
The DTU is seeking a Senior Business Analyst to lead business analysis activities across multiple business units and support the scaling of the EOLAS platform.
The successful candidate will play a critical role in understanding business needs, improving processes, and driving digital transformation initiatives.
Mandatory Requirements (Pass / Fail)
Experience Level Required (MANDATORY): 7+ years of extensive professional experience in Business analysis.
Qualification (MANDATORY): Professional qualifications in Business Analysis.
Availability (MANDATORY): Must be available to start from 21 April ****.
English Language Proficiency (MANDATORY): CEFR C2 Proficiency/Mastery (or equivalent); if no certificate, fluency will be assessed at presentation stage.
Key Deliverables
Leads the review and analysis of the organization's business intentions, services, processes and information needs to identify changes that lead to business improvements and digital transformation.
Provides clear and intuitive documentation when defining existing and future business processes and ensures documentation is stored in a logical manner.
Establishes the contribution that technology can make to business objectives, defining strategies, validating and justifying business needs.
Conducts feasibility studies, producing high-level and detailed business models of current business processes (as-is) and the future state (to-be).
Prepares detailed specifications and oversees development and implementation of solutions, taking into account the implications of change on the organisation and all stakeholders.
Liaises with management regarding the delivery process and organisational change.
Provides regular updates to management, project boards and stakeholders.
Requirements
Has excellent interpersonal skills and has the ability to engage with business units and elicit information and document current (as-is) and future (to-be) business processes.
Has experience working with business analysis tools to define as-is and to-be business processes using Business Process Modeling Notation (BPMN) (e.g. Microsoft Visio or equivalent).
Has experience analysing current business processes and identifying key technological efficiencies.
Has experience working in a technical environment on diverse project teams alongside developers, database architects, project managers, business units etc.
Has excellent presentation skills and can present to both technical and non-technical audiences.
