Overview of role:
We are currently recruiting a Facilities Manager at UPMC Aut Even Hospital.
Facilities Manager is responsible for the management of services and processes that
support the core business of the hospital. The post holder ensures that the hospital has the
most suitable working environment for its employees and their activities.
This is a diverse position with a wide range of responsibilities; the post holder will be involved in both strategic planning and day-to-day operations.
Primary Duties and Responsibilities:

* To ensure that the buildings and facilities are operated and maintained in accordance with statutory and or regulatory requirements
* Identifying and planning for future development needs in terms of buildings and utility infrastructure required to support the business objectives.
* Project managing, supervising and co-ordinating the work of contractors.
* To implement a planned preventative maintenance [PPM] strategy
* Repair any identified defects in respect of buildings, fixtures and fittings, engineering equipment, utilities, medical equipment and gases, grounds.
* Work closely with Biomed Engineering Team regarding medical equipment

be responsible for negotiating, managing and monitoring external contracts as
detailed above, ensuring regular quality monitoring, value for money and
compliance with any statutory or regulatory requirements.

* Manages the in-house services ensuring high standards or customer care are delivered at all times and that the service delivers value for money.
Health & Safety
* To be the responsible officer for Health & Safety on-site. Work with (Health & Safety Manager for UPMC Network) to develop, implement, monitor and review of Health & Safety strategies, policies and procedures, risk assessments and safe working practices throughout the hospital.
* To manage and co-ordinate health and safety activities within the hospital ensuring compliance with statutory and regulatory requirements.
* Conduct and supervise facility and site inspections, job hazards analyses and other evaluations to identify hazards and potential risks. Make recommendations to managers as required and implement appropriate corrective actions.
* Identify, plan, conduct or provide training to hospital staff on a variety of safety & health (including fire safety) and other risk management related areas.

General Management
* To work constructively as a member of the senior management team to support the Hospital to achieve quality, safety and overall business objectives.
* Lead, organize and co-ordinate the work of the Facilities Department, ensuring the provision of a comprehensive, high-quality service.
* Participate at meetings as required and brief department staff on hospital developments. Contribute to and participate in the Manual Handling Training Programme.
* Be actively involved in quality initiatives on a hospital wide basis.

General Duties & Responsibilities
* Through the course of the working day or week there may be a requirement to work in other areas of the hospital in line with patient requirements as requested by your line manager/deputy or nurse management.
* Staff (Candidate) must produce satisfactory documentary evidence of all training and experience claimed by them, if required to do so by the organisation.
* To respect the organisational values of the Hospital.
* To ensure the Facilities team Electrical Contractor complete & comply with keeping the Helpdesk jobs & PPM tasks up to date to ensure that the reporting systems and monitoring responsibilities are maintained throughout
* Occasionally be required to provide hands-on support working on the Helpdesk jobs and PPM tasks with the Facilities team including the Projects Team
* Assist with the daily management of the outsourced Security Team
* Participate and contribute to the continuous improvement of utility energy usage and reduction (gas, electricity & water). Be the lead Contributor to the site utility operations maintenance planning and energy management
* Support the UPMC in Ireland Facilities Manager with the promotion of Energy Awareness and the aim for ISO 50,001 Energy Management system implementation
* Support the Projects Team & Bio-Medical Engineers with managing the on-site Sub-Contractors and any other Specialist Visiting Engineers to the site as may be required, in such a way to achieve the highest level of service to the Hospitals occupants in the most cost efficient and technically competent manner
* Assist with ensuring all new Assets are added to the UPMC approved and dedicated database Helpdesk/Asset database system and PPM schedules are setup as per the new Asset requirements, HTM and/or HBN guidelines and/or UPMC in Ireland Facilities Manager and/or Bio-Medical Engineers guidelines
* Support the UPMC in Ireland Facilities Manager & Bio-Medical Engineer with correct materials/stock levels for preventative & re-active work in accordance with the Facilities & Bio-Medical budget guidelines
* To implement the operation and maintenance of the building services installed, within the broad range of their technical disciplines, in total compliance with the job specification and in accordance with PPM schedules and task sheets provided by the Helpdesk/Asset database PPM system
* To Manage all tasks undertaken in accordance with the UPMC Quality/Health & Safety/Facilities Policies & Procedures and in accordance with the appointed accreditation body; ensuring all areas of Facilities/Maintenance comply with Health and Safety regulations
* Promote a Health & Safety environment and culture throughout the designated Facilities/Utilities plantrooms
* Develop and maintain good working relationships with all staff
* Deliver on quality monitoring, measuring and management and to maintain equipment within all areas of the hospital
* Ensure all training records are up-to-date annually for all UPMC Aut Even Facilities staff
* Ensure Staff are aware of their responsibilities as per the Safety, Health and Welfare at work (General Application) Regulations 2007 (S.I. No. 299 of 2007)
* Provide weekly/monthly/quarterly progress reports to the UPMC Aut Even Hospital General Manager & UPMC in Ireland Facilities Manager
* Chair an on-site FMS Committee as per JCI Guidelines
* Be aware of and support the incident/event reporting system
* Operate flexibly and creatively, in response to service requirements and changing circumstances and undertake any other duties that may be required from time to time
* To demonstrate positive leadership skills while carrying out any duties
* To implement regular audits of all Facilities/Utilities areas and quality of service is maintained
* Quarterly Assessments of the needs for further service development within Facilities in relation to participating in change due to service development and expansion (hospital growth)
* Have excellent interpersonal and communication skills
* Be involved in strategic planning for service growth
* Manage the team's performance, conduct performance reviews, training & development plans in tandem with the HR Competency & Engagement review program. Assist with recruitment when required
* To ensure the Facilities staff receive education and training required regarding any new equipment/plant that is installed in UPMC Aut Even Hospital. Sign-in/training records to be filed
* Maintain an On-Call & Staff shifts roster on a monthly basis.

Qualifications & Experience:
Qualifications:
* A Third level
qualification and evidence of ongoing professional development.
* Diploma in
Health and Safety or Equivalent or a willingness to undertake same.
Experience:
* Five years
Senior Management experience within a Healthcare environment or Service
industry
* A proven track
record in Facilities Management
* Experience
managing external maintenance and service Contracts
* Experience
managing external contractors including the coordination of work.
* Previous people
management experience
* Experience
managing risk within a commercial environment
* A working
knowledge of safety principles and practices
