Purpose of the Post: In co-operation with the Laboratory Manager, Chief Medical Scientists and additional Laboratory personnel, the post holder will participate in the delivery of a quality laboratory service that supports the clinical needs of the Midland Regional Hospital Portlaoise's patients / service users and is consistent with the Laboratory Quality Statement, mission, vision, values and strategic plan of the organisation.
Provide strategic, clinical and scientific leadership on the delivery of an accredited, effective, efficient, quality assured and patient centred laboratory service.
Liaise with the relevant Chief Medical Scientist to ensure the practices meets the requirements of the Midland Regional Hospital Portlaoise's Pathology Department and service users.
In conjunction with the Laboratory IT Scientist, support the development, implementation and management of current and future laboratory information and technology systems ensuring compliance with organisational quality, accreditation, ICT and data protection standards.
Develop a shared sense of commitment and participation among all staff in the planning and development of the service from a quality service perspective.
Keep the Hospital Manager, Clinical Director or designate and the Laboratory Manager appraised of any significant development / issues within his / her area of responsibility and perform such additional duties as may be agreed from time to time.
Interdepartmental co-operation and teamwork is an essential component of providing an integrated Pathology service at the Midland Regional Hospital Portlaoise.
The post holder may be required to work in departments outside their primary remit as the need arises.
Eligibility Criteria, Qualifications and / or Experience: 1.
Statutory Registration, Professional Qualifications, Experience, etc.
(a) Eligible applicants will be those who on the closing date for the competition have the following: -
(i) Be registered, or be eligible for registration as a Medical Scientist on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.
OR
(ii) Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act ****, (see note 1 below*), must submit proof of application for registration with the Medical Scientists Registration Board at CORU.
The acceptable proof is correspondence from the Medical Scientists Registration Board at CORU confirming their application for registration as a Section 91 applicant was received by the 30th of March ****.
AND
(iii) Possess a Master's Qualification (MSc) or equivalent (NFQ Level 9) postgraduate qualification on the National Framework of Qualifications (NFQ) maintained by Quality and Qualifications Ireland (QQI) in a Science related discipline, as relevant to the role.
Validated by the Academy of Clinical Science and Laboratory Medicine.
OR
(iv) An equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and Laboratory Medicine (ACSLM).
OR
(v) Possess Fellowship of the Academy of Clinical Science and Laboratory Medicine awarded before July ****.
OR
(vi) Have attained the Fellowship of the Institute of Biomedical Science by examination or thesis (awarded prior to ****).
AND
(vii) Possess three years full-time clinical experience (or an aggregate of three years' full-time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist.
AND
(viii) Demonstrate evidence of continuing professional development relevant to the required area of specialism / role.
AND
(ix) Candidates must have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
AND
(x) Candidates must provide proof of Statutory Registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU before a contract of employment can be issued.
OR For a section 91 candidate you must submit proof of application for registration see criterion 1a
(ii).
2.
Annual Registration
(i) On appointment practitioners must maintain annual registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.
AND
(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
3.
Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
4.
Character Candidates for and any person holding the office must be of good character.
Note 1* Section 91: Candidates who qualified before the 31st of March **** and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years full-time (or an aggregate of 2 years full-time), between the 31st of March **** and the 31st of March **** are considered to be Section 91 applicants under the Health and Social Care Professionals Act ****.
