Work Location: TII Offices, Parkgate Street, Dublin 8, or such other place as determined by TII.
The Environmental Monitoring Manager for the M160 Contract is responsible for overseeing the contractors and MetroLink project team appointed to install and manage environmental monitoring systems for the Metrolink Programme.
This role is crucial in implementing and managing the Environmental & Structural Monitoring Systems for the MetroLink project. The contractors will be appointed under the GCCC Conditions of Engagement for Civil Engineering Works Designed by the Employer.
As part of the Enabling works programme, the works contractor shall install independent continuous automatic monitoring systems to establish a pre-construction baseline, and monitor air quality, noise, and vibration (air borne and ground borne) levels in the vicinity of the works sites at key Principal Accountabilities.
* Assist with the support and delivery of Environmental Monitoring Works Contracts from tender through to completion, in collaboration with the designers (Atkins Realis/RPS), Contractors and the integrated MetroLink Project Team.
* Liaise with heads of department to ensure appropriate resource management.
* Support the implementation, monitoring and communication of outputs to the enabling works contract packages in close collaboration with the appointed contractors, design consultants and integrated MetroLink team.
* Liaise with contractors, consultants and regulatory agencies to facilitate effective communication and ensure adherence to environmental policies.
* Support negotiations and interfaces with individual land access stakeholders to ensure our project partners operate effectively with stakeholders.
* Advise on environmental compliance reports to senior management and stakeholders, highlighting key performance indicators and areas for improvement.
* Ensure commercial management of the contract with relevant team members, including managing change control procedures, audit plan, early warnings, the risk register and evaluating compensation events.
* Collaborate with the Project Delivery Partner and other key stakeholders to integrate environmental considerations into the planning and execution of all works.
* Coordinate the installation, calibration and maintenance of environmental monitoring equipment & data.
* Ensure consistency in maintaining real-time messaging systems to alert project teams when environmental thresholds are exceeded from development through to implementation.
* Analyse environmental monitoring data to identify trends and potential issues.
* Support the collection and analysis of environmental data, establishing benchmarks for performance and driving continuous improvement initiatives.
* Promote an equitable, inclusive and collaborative work environment.
* Ensure the compilation and presentation of detailed reports on environmental monitoring activities, findings, and recommendations to project stakeholders and management.
* Collaborate with regulatory bodies, local authorities and others to ensure compliance with environmental regulations.
* Communicate environmental monitoring results and mitigation measures to stakeholders and the public as required.
* Identify and assess environmental risks associated with the project.
* Develop and contribute to mitigation strategies to minimise environmental impacts and ensure project compliance.
Principal Conditions of Service:
* The scale of pay for Grade 2 as of 1 March 2025 is as follows: €73,961 - €90,198 (Personal Pension Contribution rate).
* €70,368 - €85,682 (Non-PPC rate).
* This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension scheme.
* This leave is exclusive of public holidays.
* The successful candidate will be offered the appropriate superannuation terms and conditions as prevailing in the Civil Service at the time of being offered an appointment.
* In general, an appointee who has never worked in the Public Service will be offered appointment based on membership of the Single Public Service Pension Scheme (Single Scheme).
* A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one pre-existing public service pension scheme.
* This may have implications for any appointee who has acquired pension rights in a previous public service employment.

* Appointments from panels It is envisaged that a panel of qualified individuals will be established from which vacancies for this position may be filled within 12 months from date of appointment to panel.

* The Department of Health and Children Circular (7/2010) introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS).
* It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys.
