HSE Mid West
The newly established HSE Mid West Health Region will manage and deliver all public health and social care services for Limerick, Clare and North Tipperary serving a population of over 400,000 people. The redesign of services will allow new pathways to be developed between acute hospitals, community services, primary care, health and wellbeing and voluntary sectors to develop more integrated, patient-centred care. HSE Mid-West includes all hospital, community healthcare and public health services in the region. This includes:

Purpose of the Post
The post holder will have responsibility for:
* Managing and supervising the performance of digital applications.
* Planning and implementing upgrade of existing applications and/or installation of new applications.
* Identifying and resolving problems with applications.
* Working with departments to gather requirements for new software applications.
* Maintain and regularly update the digital assets register to ensure accurate tracking, accountability, and lifecycle management of all digital systems, tools, and licences.
* Develop lifecycle plans for existing portfolio of clinical and enterprise applications.
* Identify opportunities for applications improvement, cost reduction and system enhancements.
* Coordinate with eHealth department to ensure system compatibility and user satisfaction.
* Engaging and working with 3rd party suppliers of digital applications.
* Monitoring the effectiveness of applications through the use of metrics and analytics.
* Working with the Technology and Transformation teams locally and nationally to ensure applications are secure and data privacy is maintained.
* Carry out risk assessments and disaster recovery plans related to applications.
* Identify, source, and implement required applications by aligning with global standards or developing applications in-house or through external IT partners to meet business needs.
* Provide comprehensive implementation support across complex projects, including requirement engineering, documentation, testing, training, go-live planning, ongoing support, and issue resolution.
* Ensuring that HSE Mid-West complies with its legislative requirements in relation to standards.
* The coordinated management of complex ICT projects & programmes with a high degree of risk and complexity to achieve critical organisational objectives.
* Supporting service managers in leading organisational change to drive benefits from ICT investments.
* Managing and reporting on projects with strong interdependencies with other agencies and organisations.
