The Resident Engineer (RE) will oversee and manage the on‑site execution of construction works associated with the redevelopment and infrastructure improvement programme at Tipperary Racecourse.
The RE will act as the Employer's technical representative, ensuring that the works are completed safely, on time, within budget, and in accordance with the contract documents, specifications, and statutory regulations.
Key Responsibilities
Site Supervision & Quality Control
* Oversee all on‑site construction activities, ensuring compliance with design drawings, specifications, and relevant standards.
* Inspect materials, workmanship, and methods to ensure quality and safety standards are maintained.
* Review and comment on contractors' method statements, work programmes, and quality assurance plans.
Contract Administration
* Monitor contractor performance and progress against programme.
* Maintain accurate daily site records, including labour, plant, materials, and weather conditions.
* Assist in the evaluation of variations, claims, and payment certificates.
* Support the Employer's Representative in administering the Public Works Contract (or relevant form of contract).
Health, Safety & Environmental Compliance
* Ensure compliance with Health & Safety legislation and project‑specific safety plans.
* Participate in site safety meetings and audits.
* Promote a culture of safety and environmental responsibility on site.
Coordination & Communication
* Liaise between the contractor, design team, and client representatives.
* Attend progress meetings and prepare reports on construction progress, issues, and risks.
* Provide technical advice and resolve on‑site construction issues.
* Witness and verify testing and commissioning activities.
* Oversee the completion of as‑built records, operation & maintenance manuals, and snag lists.
* Support the final handover and defects correction phases.
Qualifications & Experience
* Bachelor's Degree in Civil, Structural, or Building Engineering (or equivalent qualification).
* Chartered Engineer status (CEng) with Engineers Ireland or equivalent professional body is desirable.
* Minimum of 5 years' relevant experience in civil, structural, or building works, including at least 2 years in a Resident Engineer or Site Supervision role.
* Experience with public works projects, sports or leisure facilities, or large‑scale infrastructure is advantageous.
* Strong understanding of construction contracts (e.g., Public Works Contracts, FIDIC, or similar).
* Proficiency in MS Office, AutoCAD, and site management software.
