The Capability Assurance (CAM) Team in Networks Engineering is responsible for the Safety Coordination, Quality Management processes, developing the Engineering Capability within the group and the recruitment of staff both internal and external. The CAM team is a strategically focused team that works with each section in Networks Engineering, each of the Centre of Engineering Capability Assurance Managers, EMP HR Business Partners and a range of other internal and external stakeholders.
The Networks Engineering Department is involved in a large number of projects, many of which pose challenging conditions, particularly in the development and construction of transmission and distribution overhead lines, underground cables and substations. The Networks Engineering Department within EMP provides a wide range of engineering services, including planning and permitting, design, construction supervision and commissioning support expertise to the expanding activities of the energy industry. The Project Supervisor Design Stage (PSDP) Safety Coordinator will be required to undertake the role of PSDP for a number of projects in Networks Engineering and to assist the ESB EMP PSDP Contact Person in the provision of these services to its clients.
Key Responsibilities
Administer and Carry Out the PSDP Role
Act as PSDP on behalf of ESB within Networks Engineering across multiple projects.
Serve as the point of contact for staff queries regarding the PSDP role.
Hazard Identification and Risk Management
Identify hazards from design (technical, organisational, planning, time-related).
Eliminate or reduce risks through design and apply general principles of prevention.
Coordination and Communication
Ensure designers' work is coordinated for safety.
Organise cooperation between civil, cables, substation, and overhead line designers.
Communicate control measures, design assumptions, and residual risks to EMP PSDP for inclusion in the Safety and Health Plan.
Safety Documentation and Compliance
Develop and maintain safety documentation (e.g., organisation charts, Preliminary Health & Safety Plans). Prepare the Safety File for the completed structure. Ensure PSDP documents are stored and accessible in the company document management system.
Meetings and Regulatory Guidance
Convene and attend PSDP meetings on behalf of ESB EMP PSDP.
Advise EMP PSDP on duties under Construction Regulations and the Safety, Health & Welfare Act 2005.
Training and Support
Provide in-house training on Safety in Design and PSDP role to internal and external stakeholders.
Assist and support team members on safety issues and documentation review.
Monitoring, Evaluation, and Continuous Improvement
Carry out contractor PSDP competency evaluations and advise on recommendations.
Monitor, review, and improve PSDP processes within Networks Engineering. Ensure adherence to company standards and policies.
Knowledge, Skills and Experience and Qualifications
Essential
Either level 8 in Engineering, Health and Safety or similar discipline, or similar relevant experience is essential.
In depth understand of the construction regulations 2013 and the role of the PSDP
Desirable
Diploma or similar qualification in Occupational Health and Safety
Experience working in health and safety
Location
This role is based in ESB E&MP Dublin or Cork offices but travel to project locations as required, is a key requirement of the role
General
It is not anticipated that a staff member still on probation (either new entrant probation or a probation from a previous promotion) will be eligible to apply for a promotional vacancy.
Typically, an individual must have completed their probation and should have at least two years' experience in their current role before being eligible to apply for a promotion.
An application from a staff member who does not meet the above criteria must have the approval of both the senior line manager and the HRM within the BU before progressing to application

Salary
€57,000 to €68,000 per annum
