Purpose of the Post
To be responsible for the management, care, and treatment of service users, to ensure that the optimum standard of care is provided within the designated area(s) of responsibility.
Principal Duties And Responsibilities

Support the principle that care of the patient comes first at all times, approaching work with flexibility and enthusiasm.
Maintain awareness of the primacy of the patient in relation to all hospital activities.
Participate in Group’s performance management programme.

Professional / Clinical Responsibilities

Co‑ordination, assessment, planning, implementation, and review of care for service users.
Provide safe, comprehensive nursing care in accordance with Professional Clinical Guidelines and HSE policies.
Encourage evidence‑based practice using a care‑planning approach.
Participate in teams, communicate with team members, and collaborate with service users, family, carers and other staff in care planning.
Communicate verbally or in writing results of assessments, treatment programmes and recommendations to the team and relevant others.
Plan discharge or transition of the service user between services where appropriate.
Provide staff leadership and motivation to promote good staff relations and performance.
Ensure that service users and others are treated with dignity and respect.
Maintain nursing records in accordance with local service and professional standards.
Contribute to the development and maintenance of nursing standards, protocols and guidelines.
Maintain professional standards regarding confidentiality, ethics and legislation.
Implement and assess quality management programmes and participate in QCM and clinical audit.
Devise and implement health‑promotion programmes for service users.
Lead and implement change in accordance with the Commission on Nursing and the Health Service reform programme.
Operate within the Scope of Practice; seek assistance for cases beyond competence.

Health and Safety

Maintain a safe environment and contribute to risk assessment.
Ensure implementation of health & safety, infection control, and controlled‑drug policies.
Report incidents/near‑misses and complete required forms.
Adhere to departmental policies regarding equipment care.
Maintain knowledge of HIQA standards and HSE protocols.
Promote sustainable energy, water and waste initiatives.

Education and Training

Engage in continuing professional development, staff study days and HSE performance processes.
Provide professional and clinical leadership.
Supervise and develop staff and student nurses, assessing student proficiency.
Participate in performance review processes and personal development planning.

Personnel / Administrative Duties

Exercise authority in running assigned area(s) as delegated by CNM2.
Coordinate and deploy nursing and support staff, ensuring proper skill mix.
Monitor activity trends, report findings to CNM2, and advise on resource allocation.
Assist in budgeting and service planning.
Manage resources within agreed budget.
Promote a culture of diversity, respect and professional ethos.
Maintain records and reporting arrangements; assist quality assurance data collection.
Ensure compliance with legal requirements, policies and procedures.
Participate actively in the Nursing Management structure.
Engage in IT developments relevant to service administration.

Key Performance Indicators (KPIs)

Identify and develop KPIs aligned with hospital service plan targets.
Develop action plans to achieve KPI targets.
Drive and promote a performance‑management culture.
Assist line manager in developing a performance‑management system.
Deliver KPIs as a core business objective.

Risk Management, Infection Control, Hygiene Services and Health & Safety

Manage risk, infection control, hygiene and health & safety collectively.
Familiarise with continuous quality improvement, document control, risk strategy, hygiene, decontamination, infection control, safety statements and data protection policies, and attend required training.
Ensure compliance with HSE Health Care Records Management/Integrated Discharge Planning Code of Practice.
