HSE Officer

Overview of the role
We are seeking a highly motivated and safety conscious individual to fill the HSE Officer position on our black utilities hard services maintenance and calibrations contract for a leading data centre operator.
The HSE Officer will ensure the highest standards of Environmental, Health and Safety practices for Veolia's team on site, and will work closely with our client to ensure compliance with the client specific HSE requirements.
He/she will develop robust internal audits of the HSE management systems (ISO 9001, ISO 14001, ISO and work with assigned direct and indirect reports. He/she will also facilitate local compliance with the Incident/Accident management system and evaluate and promote a positive safety culture within the Veolia team that also reflects both Veolia and client safety initiatives.
Day to Day Role
* Ensure the highest standards of Environmental, Health and Safety practices for Veolia's team on site.
* Support the application of Veolia's Minimum Requirements as relevant
* Coordinate Health, Safety & Environmental (HSE) activities in the operating unit to ensure sustained and continuous improvement in HSE compliance.
* Facilitate local compliance with both Veolia's and the client's Incident/Accident management systems; investigate and / or support operations teams with incident / accident investigations.
* Promote and facilitate a positive safety culture
* Attend monthly safety / client meetings as relevant
* Collaborate with the Veolia Ireland Risk & Assurance team and attend R&A meetings as relevant
* Ensure actions are assigned, completed and closed out in the designated safety reporting system
* Facilitate a site HSE forum via monthly meetings. Provide support and focus for the HSE reps
* Support the operations teams in the sign-off and ongoing development and improvement of both Veolia and supplier RAMS.
* Be proactive in identifying non-routine tasks and ensure associated risk assessments are completed in a consistent and comprehensive way
* Support both Veolia's and client's third party external and internal HSE audit programmes and requirements
* Network on HSE issues within the business and across operating sites. Ensure any incident learnings are communicated across the business and the wider site network
* Maintain and apply all relevant Veolia and client HSE policies, procedures and systems;
* Ensure compliance with all relevant regulations and laws
* Ensure wellbeing of all Veolia staff on site in accordance with the policies and regulations.
* Monitor and collaborate with contractor / suppliers working on site the ensure they adhere to Veolia and/or client procedures and relevant legislation
* Ensure training and re-training of staff is managed in compliance with both local client and Veolia requirements and maintain a site-specific training matrix
* Monitor and audit compliance with local Permit issuing requirements
* Deal with all other HSE matters arising.
* Regularly review the risk profile of the site, through incident trends and available data, sharing the outcome with our operational colleagues to establish plans to address the risks
* Support and engage with operational teams with VMR requirements and provide sound advice on matters relating to HSE
* Ensure that all improvement projects are implemented at site level and outstanding actions are identified and managed with operational leads
* Build and maintain relationships with key client and Veolia stakeholders, including, but not limited to senior managers, external organisations, client leadership teams, safety reps and trade unions as relevant
* Promote good practice across the team and recommend improvements to policies and procedures
* Actively support improvement projects
Qualifications and Experience
* NEBOSH general certificate or equivalent - Essential
* Experience with high pressure gas installations and electrical HV systems - Desirable
* Auditor Training, Managing Change, Risk Management - Desirable
