The Manager Continuing Airworthiness (Sch) will provide strategic leadership and operational oversight, ensuring the effective delivery of organisational objectives, high‑quality services, and strong governance aligned with divisional and IAA mission, values, and strategic goals. The role involves leading teams, driving performance, managing stakeholders, and continuously improving how services are delivered.
Principal Duties and Responsibilities

Lead, motivate, and support the team to deliver organisational and team objectives by setting clear priorities, performance expectations, and timelines, while fostering an inclusive, professional, and adaptable working environment
Provide clear guidance, constructive feedback, and timely intervention to address performance issues and support employee development
Take accountability for delivering objectives by planning, prioritising, and managing multiple workstreams; delegate effectively; and apply appropriate systems, controls, and quality assurance to ensure high‑quality, timely outcomes
Make sound, evidence‑based decisions, considering organisational, policy, and stakeholder impacts, and take responsibility for outcomes
Identify and support opportunities to improve processes, performance, and service delivery, contributing positively to change initiatives
Build strong relationships with internal and external stakeholders; act as an effective link between reporting employees and senior management; and communicate clearly and confidently in both written and verbal formats
Demonstrate commitment to continuous professional development to enhance capability and effectiveness in the role

Manager Continuing Airworthiness (Sch) Duties

Manage the Continuing Airworthiness (Sch) Division to ensure its effective and efficient operation, mindful of the mission and values of the organisation.
Exercise entry control by:

approving aircraft maintenance programmes and issuing Airworthiness Review Certificates (ARC) for airline aircraft and the lease fleets
granting certificates to organisations for the provision of airline aircraft maintenance and continuing airworthiness services


Manage the survey programme for continuing airworthiness of the airline fleet and related activities and ensure organisations and individuals comply with the required safety standards by carrying out the surveillance of activities in connection with airline aircraft maintenance and repair, the control of their continuing airworthiness and the carriage of dangerous goods thereon. This includes:

audits
inspections
sampling
liaising with the industry


Ensure the provision of information and support to airline operators for clarification, policy announcements, technical information, accident information, etc. Support includes giving advice on regulations and standards.
Ensure corrective action (i.e. administrative and if necessary legal measures) is taken to comply with the required standards for airline aircraft.
Advise the COO/Head of Airworthiness on exit control for all approvals and certificate holders (i.e. organisations and individuals) involving airline aircraft and related services, products, parts, facilities, procedures or systems including the EASA contract maintenance organisations regarding the:

variation
of an approval or certificate; as well as, seizing the aircraft, products, parts or facilities; and exercise exit control over those voluntarily leaving the system


Advise the COO/Head of Airworthiness on specific or general matters relating to the airworthiness of airline aircraft.
Provide technical advice in the development of safety standards and in the development of regulations concerning the airworthiness of airline aircraft.
Develop and provide reports to COO/Head of Airworthiness and other sections relating to the Division as required.
Maintain and preserve records and documents relating to the airworthiness of airline aircraft and their operation for recording in the Civil Aviation Document Register.
Provide technical advice and support to the Personnel Licensing Division in the investigation of airline aircraft accidents, incidents and defects.
Represent the COO/Head of Airworthiness on matters relating to the airworthiness of Irish airline aircraft.
Represent the Authority at local and international fora as required to support the interests of the Authority and airlines.
Support the implementation of the State Safety Programme (SSP) within Ireland.
Support the Safety Review Processes within the Authority and lead the sectoral Safety Review Team(s) and develop and maintain the sectoral risk registers.
Identify and manage the development and promulgation of items to support Safety Promotion within the State, in particular in the airline sector.
Develop and implement risk‑based oversight processes within the Division.
Identify, manage and promulgate Safety Promotion initiatives within the Division.
Provide advice and policy proposals regarding selection, career development and management/staff training for Continuing Airworthiness (Sch) Division personnel.
Identity and support training needs within the Division including management of the relevant elements of the Authority’s Training Resource and Management System (TRMS).
Establish and manage the training programme of staff within the Division.
Implement the Authority’s Performance Management System, providing direction, guidance and motivation to direct reports and dealing with employee relations issues in the Continuing Airworthiness (Sch) Division.
Implement and monitor effective two‑way communications, including Team Briefing.
Manage health and safety issues in accordance with the Company Safety Statement.
Monitor, maintain and develop ISO 9001:2015 quality standards.

Qualifications and Skills

Have held a maintenance engineer’s licence, or a graduate engineer in an aviation related subject, or equivalent level of qualification/expertise on transport aircraft, or a relevant technical management qualification.
8 years’ experience in airline fleet maintenance.
Demonstrate a strong working knowledge of ICAO, EASA and other relevant international requirements and agreements pertaining to airworthiness.
Excellent understanding of quality systems.
Demonstrated ability to lead, motivate, and develop teams, fostering high performance and a positive, inclusive working environment.
Strong ability to communicate clearly, confidently, and effectively with staff, senior leaders, and stakeholders, both verbally and in writing.
Proven ability to make sound, timely decisions using data, professional judgement, and practical experience to resolve issues effectively.
Strong capability to plan and organise work, prioritise tasks, and manage time and resources to achieve business objectives.
Demonstrated skill in setting clear expectations, providing constructive feedback, conducting performance reviews, and supporting employee development.
Ability to build and maintain effective internal and external relationships, managing expectations and influencing positive outcomes.
Proven ability to adapt to change, support teams through evolving business needs, and contribute to continuous improvement initiatives.
Strong understanding of organisational goals and the wider business context, including financial and strategic considerations.
Demonstrated commitment to continuous personal and professional development, with the ability to seek feedback, reflect, and continually enhance effectiveness.
Proven ability to manage and prioritise work effectively, delivering high quality results on time while using resources efficiently to meet objectives.
Excellent IT skills, including the full range of O365 is a prerequisite. Ability to familiarise and become proficient with specialist software is also required.
A relevant third‑level qualification (Level 7 or higher on the National Framework of Qualifications) or equivalent relevant professional experience.
Relevant professional certifications, training, or management development programmes will be viewed as an advantage.
Knowledge of, or experience working within, the public sector or regulated environments is desirable.
5 or more years’ experience in a safety regulatory environment.
A formal management qualification or primary or higher degree in a management or technical discipline.
A good understanding of the financial principals that apply to aviation and in particular aviation regulation.
Exposure to the activities of the leasing industry in Ireland.

Benefits

Salary range: €125,796 to €158,383 (Incremental scale).
Annual leave: 30 days per annum excluding public holidays.
