The Sea Fisheries Protection Authority (SFPA) is seeking an experienced and driven Fisheries Control Specialist (Higher Executive Officer Grade to play a national role in the development and delivery of Irelands national fisheries control system. This is an important role within the Fisheries and Food Support Unit, with responsibility for supporting the SFPA in fulfilling its regulatory mandate under national, EU and international laws. This role offers the opportunity to contribute to the design and implementation of effective fisheries control systems, technical guidance, and training programs to ensure compliance, consistency and continuous improvement across Irelands fisheries control framework. The successful candidate will provide technical input across a range of regulatory functions, lead innovative projects and represent the SFPA Irelands competent authority for fisheries control both national and EU levels as required, contributing to policy development and promoting best practices in official controls. Key Responsibilities: Develop and maintain standardised national procedures, operational guidance, and technical documentation to support the effective delivery of fisheries controls. Provide expert input on the interpretation and implementation of Irish and EU fisheries control legislation, ensuring clarity and consistency in regulatory guidance and official control activities. Lead the development, coordination, and delivery of national training programmes for Sea-Fisheries Protection Officers and other staff, including induction, refresher, and continuous professional development. Prepare and publish high-quality technical documentation including Fisheries Information Notices, guidance materials, and standard operating procedures. Engage with internal stakeholders, other public bodies, and external partners to support regulatory understanding, operational cooperation, and stakeholder awareness. Represent the SFPA in national and European working groups, expert fora, and cross-agency initiatives, contributing to the development and refinement of fisheries control systems at multiple levels. Contribute to cross-functional projects and the rollout of new legislation, technologies, and policy initiatives, supporting the SFPAs commitment to robust regulatory delivery. Provide operational support and expert advice to SFPA port offices, promoting consistent application of official controls and addressing emerging challenges In addition to the duties outlined above, a Sea-Fisheries Protection Officer carries out any other relevant duties which may be assigned to him/her by the Authority Members, or other authorised officer, from time to time. Essential Requirements: Possess a relevant third level qualification (NFQ Level 7) such as Fisheries, Marine Science or Science, Law, Policy, Regulatory or related discipline. Minimum of three years relevant work experience preferably in a fisheries control regulatory area in a technical role such as implementing regulation, compliance, monitoring, management and technical, ideally with exposure to operational or national-level functions. Demonstrated ability to analyse and interpret complex legislation, and to translate regulatory requirements into practical guidance or operational procedures Proven experience in drafting and delivering technical or regulatory documentation, training materials, or guidance notes. Excellent English verbal and written communication skills, with the ability to communicate effectively with internal teams and external stakeholders at a range of levels. The following are considered desirable attributes: Experience in the design and delivery of technical training programmes or compliance education initiatives. Experience representing an organisation at national or EU level, particularly in a regulatory or policy context. Familiarity with risk-based approaches to enforcement, inspection planning, or official Demonstrated commitment to continuous professional development and to maintaining current knowledge of legislative and policy developments in the marine regulatory sphere.
