Health and Safety Officer - Construction
Contract Duration/Employment Type: 9 Month Fixed Term Contract
Location: Dunboyne, Co. Meath
Onsite: Onsite
Working Pattern (Time/Hours): 7:30am to 16:30pm, Monday to Friday
Overview of the Role
Reporting to the Construction Site Manager - the successful candidate will safeguard the well-being of all individuals onsite by actively managing risks, ensuring compliance with relevant legislation, client and employer policies, procedures, and documentation. Promote a strong safety culture and act in both a preventative capacity (identifying and mitigating hazards) and in a responsive capacity (investigating incidents).
Key responsibilities include:
* Work with management and staff at all levels to promote a proactive safety culture, ensuring that employees understand and follow safety procedures.
* Providing specialist guidance and instruction to management and staff to help them meet high safety standards and comply with legal obligations.
* Implementing the company's Health, Safety, Quality, and Environmental (HSQE) policies and management systems, ensuring compliance with national legislation, company standards, and industry best practices.
* Promoting a proactive safety culture where all employees, contractors, and visitors understand their responsibilities and are empowered to take action to maintain a safe working environment.
* Managing and maintaining all HSQE administrative and reporting requirements associated with site operations.
* Awareness and implementation of the clients and the PSCS expectations with regard to health and safety, and their plans, processes and procedures.
* Continuous improvement and updating and revision of Veolia's plans, processes and procedures. Create, review, and update safety policies, procedures, and documentation to ensure they are current and effective.
* Ensure the provision and proper use of safety equipment, including personal protective equipment (PPE).
Day-to-Day Responsibilities
* Attend regular site coordination and safety meetings with the client and contractors.
* Prepare reports on safety performance, compliance, and progress.
* Ensure quality and safety standards are met across all aspects of site operations.
* Develop, implement, and review risk assessments and method statements (RAMS) in line with legal and company requirements.
* Conduct contractor safety monitoring, safety audits and inspections, ensuring timely corrective and preventative actions.
* Support the site management team during internal and external audits.
* Monitor and review near misses, incidents, and safety concerns, ensuring full investigation and close-out.
* Coordinate safety initiatives and toolbox talks with the construction team.
* Manage training and compliance records, conducting training needs analyses and supporting employee development.
* Assist in planning and implementing continuous improvement and safety culture initiatives.Maintain and update all safety documentation and ensure compliance with company and client systems.
* Support the management team in fostering positive safety engagement across all site personnel.
To Be Successful in This Role, You Will Need:
* Minimum NFQ Level 7/8 qualification in Occupational Health and Safety (or equivalent).
* 3–5 years' experience in a similar role within the construction or civil engineering industry.
* Proven experience in incident investigation, risk assessment, and method statement preparation.
* Safe Pass – desirable.
* Manual Handling Instructor or other relevant safety training – Desirable.
* Full clean driving licence – desirable.
* Strong communication, organisational, and IT skills (Google Workspace or MS Office proficiency).
* Ability to build strong relationships with clients, subcontractors, and site teams.
* Capable of working independently and under pressure within tight project deadlines.
* High levels of initiative, attention to detail, and a proactive approach to safety leadership.
