Salary Scale:Salary is calculated on a pro rata basis for 28 hours per week.

The salary for the Youth Project Co-Ordinator is based on the full time (35 hour) Youth Work Supervisor Salary Scale points 1-5.

This is a key position which involves Youth Project programme planning, delivery, reporting, evaluation, staff management, resources management, and representation and advocacy in the local community and the field of Youth Work.

The Youth ProjectCo-ordinatorwill be responsible for directing, leading and supporting a range of youth work programmes including any new initiativessecured by YNR e.g. successfully tendering.

The successful candidate will also be fully engaged in direct youth work.

The person will require a high level of motivation, a positive disposition and flexible attitude in response to the needs of young people and organisational change and development.

The Youth ProjectCo-ordinatorwill have strong working relationships with key professional stakeholders including; theYNR CEO, the Youth Project team, the WWETB Regional Youth Officer,and will work in close co-operation with theother projects at YNR to ensurethe delivery of best practice for our young people. Externally; other youth-focused organisations, schools’ key school personnel, multi-agency committees/networks and youth advocates.

The person will be responsible for funding applications, reports on same and budget management

Service, Programme Delivery &Management

* Responsibility for theco-design, planning, implementation, delivery, review and evaluation of the Youth Project Annual Plan and Strategic Plan at YNR
* Maintaining high quality information and data for reporting and planning
* Good practice within theday-to-day activities of the work, time management and tasks
* Direct Youth Work within the Youth Project is a key part of this role
* Responsibility for targets/objectives -setting (individual & team) and their review & evaluation.
* Responsible for the development, implementationand reviewing of internal policies and procedures for the Youth Project
* Ensuring all reports are prepared to a high standard and in a timely manner, meeting funder and organisational standards and requirements, giving an accurate account of the work - external and internal reports.
* To work closely with key stakeholders such as WWETB Youth Officers
* To work in partnership with other statutory and voluntary agencies in Co. Wexford to ensure a consolidated, effective and efficient approach to service planning and delivery.
* To encourage and promote active participation of Young People in review and evaluation processes.
* To promote volunteerism within the organisation and to become involved in volunteer development including recruitment and training.
* Group facilitation and group programme delivery

Child Protection

* To ensure the following of child safeguarding practices, policies and procedures i.e. Children First are maintained across YNR
* To undertake the duties of Designated Person for YNR under the Children First National Guidelines as needed
* To ensure all staff and volunteers are clear on their duties and are implementing YNR policies and procedures throughout their work
* Risk assessment and management
* To ensure staff/volunteer trainings are up to date
* To seek out upskilling opportunities for workers

Health and Safety

* To conduct Risk Assessments when and where necessary
* To follow protocol and ensure safe planning and behaviour when engaging young people in activities or outings
* To ensure adherence to Health and Safety requirements by workers and participants
* To reportconcerns to the CEO and addressconcerns in a timely manner

Human Resource Management

* Line management of designated workers & maintenance of their HR records
* Carry out structured & documented staff/volunteerSupport & Supervision
* To manage the efficient use of the Human Resources of the project in terms of staff hours, TOIL, Annual Leave etc.
* Responsibility for overseeing staff terms andconditions of employment as defined in their contracts, inconjunction with theYNR CEO.
* To actively encourage CPD for all Youth Project workers, including volunteers.
* To encourage staff/volunteer input and good co-worker relations
* To work withthe YP teamindeveloping the volunteer base & induct and support volunteers within their roles
* To facilitate regular staff team meetings including volunteerswhen appropriate
* Modelling and maintaining a respectful and approachable working style across the project, enhancing competence and good communication.
* Applying an informal and accessible approach,so that staff/volunteer needs can be addressed in a supportive and timely manner.

Financial

* To work closely with the CEOto ensureinternal financial controls are effective
* To work closely with the Administrator ensuring appropriate and timely expending of public funds
* Budget Management and assisting staff in setting budgets and adhering to same
* To formally meet with the Administrator on a quarterly basis (at minimum) to review budget balances
* To source and submit grant applications to relevant bodies for the Youth Project
* To seek additional sources of funding/programmes which will enhance youth work provision in New Ross.
* To source best value for money as much as is possible

Networking, Policy Implementation and Development

* To engage with the National Quality Standards Framework (NQSF) process and ensure its successful implementation in YNR
* To oversee staff/volunteercompliance with existing policies and procedures within the work.
* To input into the development of new policies and updating existing ones as required.
* To be up to date on relevantNational Policy Frameworksand developmentswithinYouth Work Practice in Ireland informing working practices at Youth New Ross (NQSF, Young Ireland, the National Youth Strategy and Children First)
* To be aware of and seek out good practice in youth work which will inform policy formation at YNR
* To attend relevant and useful networking events and participate in networks such as; CYPSC Working Group, Child and Family Support Network meetings and others relevant to the work and goals of the Youth Project, and as requested by the CEO

Other Responsibilities

* To undertake duties and working hours appropriate to the requirements of the post.
* To be available to respond to crises that may arise in the organisation.
* To undertake telephone support for YNR on a regular weekly basis ona number ofevenings/nights and to provide on callcover on scheduled Saturdays.
* To build on and develop links with external agencies wherever possible.

Person Specification –Youth Project Coordinator

Specification Essential Desirable

Education & Qualifications

· Minimum Level 7 (HETAC) recognised third level qualification in Youth Work

or

a relevant Degree (Social Care/Social Science/Community Development) accompanied by specific youth-related qualification or training

· Additional qualification in HR Management, Diversity or Equality studies, or other related field

Knowledge and Training · Strong IT skills including competency in the use of Excel & Powerpoint

· Report writing & data capturing

· Budgetary management

· SMART goal-setting & measuring outcomes, statistical analysis

· Understanding and use of the NQSF & Logic Model

· Knowledge of the Irish school system & structure, including the main support structures & programmes in schools for young people at Second and Third Level Education

· A firm understanding of Youth Work in Ireland

· A good working knowledge of the youth supports and services in South Co. Wexford

· Knowledge & interest in European-level youth/youth participation/youth work practices in terms of EU Youth Strategy & vision

· Strong knowledge & experience of the educational system in Ireland and the routes to education and further education and qualification in Ireland

Experience

· Minimum of 4years’ paid experiencewithin the Youth Work sector

· Minimum of 2 years’ experience in Direct Youth Work (group and 1:1)

· Minimum of 2 years’ full time or 3 years’ part time experience at managerial/Coordinator/Senior Youth Worker level

* Previous experience with Parental interaction/parental support
* Understanding ofrelevant county and regional structuresin Co. Wexford and New Ross area

Additional Information Regarding the Role

It must be understood that if the funding for the post is discontinued the post holder’s contract may be terminated.

Annual Leave: The Youth Project Co-Ordinator will be entitled to 25 days annual leave (pro rata) plus public holidays. The needs of the job must be considered when applying to take this leave.

Hours of work: The Youth Project Co-Ordinator will be expected to work a minimum of 28 hours per week across the calendar year. This will include evening work and some weekend work as required by the project.

Travel: This post will involve some domestic travel within Ireland and occasional meetings. Travel and expenses will be paid in accordance with appropriate YNR rates.

Base: The employment base for this post will be New Ross Co. Wexford

Pensions: YNR does not operate a pension contribution programme. However, YNR can facilitate employee pension contributions through your PRSA provider
