Standard Duties and responsibilities· To practice as a Consultant Child & Adolescent Psychiatrist in HSE South West CAMHS under the Public Only Consultant Contract 2023· To be responsible, under the Executive Clinical Director/Clinical Director, for the clinical leadership and general coordination of this CAMHS- ID service and be responsible for the care, communication and treatment of patients referred to and attending the service.· To work in collaboration with the CAMHS ID multidisciplinary team, CAMHS managers, Clinical Director and Executive Clinical Director in the delivery of patient care and in CAMHS development.· To participate in the development of and undertake all duties and functions pertinent to the Consultant's area of competence, as set out within the job plan, Clinical Directorate Service Plan and in line with policies as specified by the Employer.· To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.· To work within the framework of the CAMHS and HSE South West service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.· To work within the frameworks of HSE's Policies, Procedures and Guidelines. To co-operate with the expeditious implementation of the Disciplinary Procedure if it arises· To participate in on call and cross cover arrangements within the service as requested.· To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed e.g. participate in committees and projects as part of the Consultant Child Psychiatry team. The Consultant shall receive training and support to enable him/her to participate fully in such structures.· To provide, as appropriate, consultation in the Consultant's area of designated expertise in respect of patients of other Consultants at their request.· To ensure, in consultation with the Clinical Director's office, that appropriate medical cover is available at all times for the team, having due regard to the implementation of the European Working Time Directive as it relates to doctors in training.· To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) who are treating patients under the Consultant's care.· To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required.· To participate in clinical audit, quality improvement and proactive risk management within the service and to facilitate production of all data/information required for same in accordance with HSE South West CAMHS regulatory, statutory and corporate policies and procedures.· To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery.· To carry out teaching as appropriate and contribute to learning within CAMHS South West.· To participate in a system of professional practice review to support the maintenance of service quality and standards.· To maintain professional competence as outlined by the Medical Council of Ireland.· To report to the Clinical Director and Executive Clinical Director in the delivery of the role, including engagement in the performance achievement process.Clinical:· To be responsible for the care and treatment of patients in his/her clinical charge and attending the CAMHS ID service.· To provide clinical leadership and support to the CAMHS ID multidisciplinary team in the delivery of patient care, case management and clinical records.· To provide specialist consultation with referrers and other health and social care services in relation to patient care· To support mechanisms for the co-ordination of the care with other CAMHS, disability and other health and social care agencies as required.· To develop and provide special CAMHS ID clinics and associated services for identified patients as required.· To attend clinics, schools, children's homes and other sites as appropriate in the delivery of clinical care.· To attend interagency meetings and case conferences.· To provide oversight to referrals management, professionals meetings, case reviews etc as required.· To maintain current and comprehensive clinical documentation and records in line with the HSE Records policy and Mental Health Commission guidelines.· To provide appropriate communications to referrers, GP's and relevant partners in relation to patient care.· To make discharge arrangements for patients under their care when it is appropriate.· To attend, as a Consultant Child Psychiatrist, as and when required at any site managed by the HSE.· To participate in on call and cross cover arrangements with other members of the Consultant team when needed.· To oversee clinical continuity of the service in collaboration with the Clinical Director· To issue, on request, to a registered medical practitioner authorised by the HSE or Minister, the clinical details regarding any person who is or has been under their care or referred to them, and without payment, on production of a written consent of the parent or legal guardian.· To supervise and be responsible for the clinical work and record keeping of Non-Consultant Hospital Doctors and as appropriate other medical staff/students and to instruct them in the proper performance of their duties.· Provide reports to court as directedOrganisational/Operational/ strategic:· To work in collaboration with the Executive Clinical Director, CAMHS Clinical Director, Head of Mental Health Services, other CAMHS Consultants, HSE Managers and supportive structures in all matters appertaining to the development, delivery and evaluation of the CAMHS ID service.· To participate in structured arrangements for the optimisation of resource provision and utilisation, strategic and service planning and evaluation within the Child & Adolescent Mental Health Services, HSE South West.· To participate in the on-call rota as required. To deputise and supply cross-cover as appropriate for his/her colleagues in the event of service exigencies in agreement with the Executive Clinical Director/Clinical Director and management of the service.· To reside convenient to Child & Adolescent Mental Health Services, HSE South West or at such place as may be approved by the Head of Mental Health Services, HSE South West.· To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan.· To agree with his/her Executive Clinical Director/Clinical Director, the arrangements for consultant colleagues to assume clinical responsibility for his/her patients during his/her absence and document same. He/she shall agree with the Executive Clinical Director/Clinical Director, prior to taking leave, which members of medical staff will be on-call and available during that time.· To participate in various medical and staff meetings within the HSE as necessary.· To contribute to education and training programmes for medical and other health and social care staff within CAMHS.· To perform duties in occasional emergencies and unforeseen circumstances in consultation with senior and junior colleagues.· To assist in the development of best practice protocols, policy and procedures in line with emerging research and best practice within the CAMHS service.· To participate in activities such as Clinical Practice; Risk Management; Health and Safety; Financial; Administration and HR.· To participate in regular Clinical Audit and Quality Assurance programmes to improve and maintain the high standards of service.· To contribute to or conduct research in clinical or service areas pertinent to the service and their own relevant experience, in accordance with approved policies.· To comply with reporting requirements and system developments e.g. Mental Health Commission etc and to provide data/activity as required for performance monitoring processes in the HSE- HSE South West.· To ensure compliance with all HSE National and local policies and procedures.· The person appointed will hold office under the terms and conditions of the revised consultant's contract, which will determine that he/she will participate actively in the management of the unit, take cognisance of resource constraints and retain clinical autonomy while practicing.· To work within a multidisciplinary team providing assessment and therapeutic services and to have special administrative responsibility if required for the Service.· To take an active role in the selection and recruitment of staff where required.· The welfare and protection of children is the responsibility of all HSE staff. The person appointed to the office is a Mandated Person in relation to child safeguarding and protection. The post holder must be aware of and understand their specific role and legal responsibilities under the "Protections for Persons Reporting Child Abuse Act, 1998", the Children's First Act 2015, Children's First National Guidance and other relevant child safeguarding legislation and policies.· To prepare clinical and legal reports pursuant to Section 25 of the Mental Health Act · To ensure that current Health and Safety Legislation is complied with in consultation with the Executive Clinical Director/Clinical Director, Area Director of Nursing and other responsible persons.· To be involved in the recruitment, supervision and training/ professional development of junior medical staff including overseeing their participation in Health & Safety and Mandatory training.· To perform such other duties appropriate to his/her office as may be assigned to him/her by the Clinical Director, Executive Clinical Director or Head of Service.· To participate in a system of professional practice review to support the maintenance of service quality and standards.
