Inland Fisheries Ireland (IFI) has an exciting opportunity for a Civil Environmental Engineer (Engineer Grade 2) to join the Barrier Mitigation Division.
The Barrier Mitigation Division is a newly created team within IFI.
IFI has been asked to manage the National Barrier Mitigation Programme *********** (NBMP), with funding from the Department of Housing, Local Government and Heritage (DHLGH) and the Department of the Environment, Climate and Communications (DECC).
The aim of the NBMP is to improve river hydromorphology and connectivity in Irish catchments by strategically targeting significant barriers to fish passage and structures degrading river form, flow and function.
Iconic species such as Atlantic salmon and the European eel are threatened, and IFI is mandated to protect them under law.
Removing barriers will open up habitat to various species in an era where habitat loss is impacting biodiversity nationally and internationally.
Responsibilities and role
Reporting to the Civil Engineer (Grade 1), the Engineer (Grade 2) will provide an advisory role on the remediation works required to mitigate or remove barriers.
The engineer will be an expert in planning and managing remediation works related to barrier mitigation and will understand the ecological impacts of ecosystem dynamics associated with barrier removal and mitigation.

Key Responsibilities
Work with the Civil Environmental Engineer (Grade 1) to recruit and train a team of civil and environmental design experts to support NBMP delivery.
Undertake or assist in the management of projects and technical assessments, studies or research within the Barriers Mitigation Division.
Collaborate with colleagues from the Barriers Mitigation Research Programme to obtain and review data from site assessments, environmental monitoring, third party reports and design proposals.
Evaluate environmental impacts of proposed barrier mitigation options.
Undertake design tasks including calculations, testing and assessment of proposed remediation works.
Supervise consultants and review technical reports and studies; assist in choosing optimum design solutions.
Prepare and present findings, technical documents, costings and recommendations on proposed remediation works.
Plan and manage remediation works concerning barrier mitigation and removal.
Plan, implement, manage and supervise day-to-day construction and remediation tasks, including evaluation of costings.
Organise, direct and supervise site investigations, project construction and maintenance, including supervision of direct labour and contractors.
Contribute to site-specific health and safety plans, standard operating procedures and risk assessments.
Foster relationships with internal and external stakeholders, vendors and technical service providers.
Engage in procurement activities in line with IFI policies and public sector guidelines to deliver the NBMP.
Comply with IFI policies and the Code of Practice for the Governance of State Bodies, and perform other duties as assigned by the Civil/Environmental Engineer (Grade 1) or nominee.
Key Experience & Qualifications
The ideal candidate must have the following on or before the closing date:
Essential
A recognised third-level qualification at a minimum NFQ Level 8 (Honours Bachelor degree) in Civil Engineering or Environmental Engineering or Structural Engineering, accredited by Engineers Ireland.
A minimum of 3 years of post-qualification professional experience in a relevant civil and/or environmental engineering role.
Experience in project management of major civil engineering works.
Familiarity with planning application processes and Local Authority requirements.
A proven track record of fostering productive relationships with external stakeholders, including sub-contractors and/or sub-consultants.
A current full clean driving licence (Category B) recognised in Ireland at the date of appointment, as travel may be required.
Desirable
Interest in design, construction or evaluation of civil engineering projects (bridges, weirs, culverts, crossings, or other river infrastructure).
Experience working with diverse stakeholders in the ecology arena.
Excellent knowledge of ecological principles and familiarity with fisheries conservation and environmental legislation (Water Framework Directive and related laws).
Experience with the Capital Works Management Framework, Infrastructure Guidelines (Public Spending Code), Public Procurement Policy and related legislation and policy.
Knowledge of current Health and Safety legislative requirements and progressive changes relevant to civil/environmental engineering.
Experience working in a riverine environment is highly desirable.

Location
This role may be based at IFI regional offices in Citywest, Dublin; Ballina, Mayo; Clonmel, Tipperary or Limerick City, Limerick.
IFI offers a hybrid working model typically consisting of 2 days remote and 3 days in the designated office, subject to business requirements.
Remuneration
The salary is at Engineer Grade 2 level on a 10-point scale including 2 long service increments (LSIs).
For reference, points range from €74,****** to €91,******, with the exact point determined by IFI pay policy at appointment.
Salary is not subject to negotiation and may be adjusted in line with Government policy.
New entrants start on Point 1 subject to applicable agreements.
Annual Leave
30 days per annum (pro-rata) subject to the Inland Fisheries Ireland Annual Leave policy.
Hours of Attendance
Fixed at 35 hours per week (net of breaks).
Additional hours may be required as reasonable and necessary for duties, in line with working time regulations.
Tenure
Specified Purpose Contract linked to funding expected to last until the end of ****.
