Ber Programme IT, Database, and Business Systems Developer

We are seeking a skilled BER Programme IT, Database, and Business Systems Developer to fill this key role. This position presents a unique opportunity to shape the future of building energy performance in Ireland while working with cutting-edge technologies and data systems.

You will work closely with our Software and Systems Development Team and the Methodologies Team to support the development and integration of energy performance calculation methodologies into platforms, such as DEAP and NEAP. This role will primarily focus on enhancing and maintaining the IT infrastructure, databases, and business systems of the Ber Programme.

This role is initially offered on an 18-month contract basis with potential for extension.


Key Responsibilities:

* Develop and enhance IT and business systems for the Ber Programme, including integrating energy performance calculation methodologies into software platforms (e.g., DEAP, NEAP).
* Lead the development and management of databases related to energy performance, including the incorporation of Nearly Zero Energy Buildings (NZEB) and Zero Emission Buildings (ZEB) standards.
* Work closely with the EPBD Data Exchange Lead to develop and implement data sharing and access policies, ensuring seamless exchange of data across systems.
* Collaborate with the Software and Systems Development Team on the ongoing evolution of the Ber Programme's IT systems, focusing on improvements, system enhancements, and software development.
* Coordinate IT system-related projects to enhance the digital infrastructure supporting BER Certificates, Advisory Reports, Building Digital Logbooks, and data exchange.
* Troubleshoot and resolve IT issues, working with stakeholders to address any business systems-related problems.
* Support the integration of building energy performance calculation methodologies into software systems and contribute to ensuring systems remain up to date with industry standards and regulations.
* Build and maintain strong working relationships with internal teams, external service providers, and industry stakeholders to support the development and implementation of Ber Programme-related IT and database solutions.


Knowledge & Skills:

* Project Management Skills: Proven ability to manage IT-related projects effectively, including managing scope, timeline, and quality.
* In-depth IT Expertise: Strong understanding of software development, databases, and business systems. Experience with IT system design, integration, and troubleshooting is essential.
* Knowledge of Energy Directives: Familiarity with the Energy Performance of Buildings Directive and Irish Building Regulations.
* Analytical & Problem-Solving Skills: Ability to approach complex IT challenges with strategic thinking and sound judgment.
* Excellent Communication: Strong written and oral communication skills, with the ability to explain technical issues to both technical and non-technical stakeholders.
* Team Collaboration: Ability to work well within multidisciplinary teams and maintain effective relationships with colleagues and external partners.


Essential Requirements:

* Degree (NFQ Level 7 or higher) in a relevant technical field (e.g., IT, Architecture, Engineering, Building Services, Environmental Science, Sustainability).
* A minimum of four years' directly relevant experience in IT systems development, software engineering, building performance assessment or modelling, sustainability, energy consultancy, or project management in a related field.
* Experience with energy performance methodologies, including DEAP and NEAP.
* Experience in software development, quality control, stakeholder management, and user acceptance testing.
* Experience working in multidisciplinary teams and managing IT-related projects involving a diverse range of internal and external stakeholders.


Desirable Requirements:

* BER Assessor Certification.
* PMP Certification (Project Management Professional).
* Strong understanding of building energy systems.
