Public Sector – Programme Executive
A major semi-state organisation is hiring an Public Sector Programme Executive to join their Public Services and Regulatory Department.
This department delivers and supports the delivery of actions within the Climate Action Plan related to public sector targets. The department has also been delegated by the Minister for Climate, Energy and the Environment to implement regulatory programmes.

Key Responsibilities:
12. Streamline, develop and coordinate a range of standardised support services designed to assist public bodies in improving energy efficiency and decarbonising their energy use.
13. Coordinate delivery of specific core elements such as undertaking an annual Critical Success Factor review and Gap to Target analysis / modelling exercise.
14. Support the management and coordination of a procured panel of energy experts who deliver core services to public bodies, directing supports towards prioritising climate actions, energy management competency, gap-to-target assessment, energy efficiency opportunity advice.
15. Develop and coordinate an annual programme of events and training courses, and support networking initiatives for public bodies, including enhancing SEAIs online Energy Link networking platform and other approaches.
16. Communication with programme stakeholders including development of guidance materials, webinars, case studies, and responses to programme enquiries.
17. Work with the marketing team to develop communication materials to explain our programme, develop awareness and understanding, and share good practices.
18. Represent the organisation at meetings, site visits and events (including presentations and speaking engagements).
19. Contribute to the effective delivery of the Public Sector Services Programme and collaborate with other programmes within the directorate ensuring efficient delivery of our services.
20. Coordinate budget management for consultancy supports, manage an ongoing cost-down strategy across all public sector programmes.
21. Proactively identify and analyse issues in delivery of services and initiate improvements.
22. Any other duties that may be assigned by the Programme Manager or Head of Department.
What You'll Need:
23. A degree (a minimum NFQ level 7 or greater) or equivalent qualification in a relevant discipline such as in Engineering, Science, Business, Technology, or Building Services.
24. Minimum of three years' directly relevant experience working in this or a related sector or in a similar role (postgraduate studies may be included).
25. Experience building and maintaining effective working relationships with internal and external stakeholders.
26. Strong written and verbal communication skills (including report writing, presenting and public speaking) with an ability to communicate complex concepts to non-technical audiences and to represent the organisation in a public forum.
27. Well-developed IT skills.
Desirable Skills:
28. Postgraduate qualification in a related field
29. Knowledge of energy data, public administration, or climate policy
30. Experience with SQL, Power BI, Visual Basic, Tableau or similar
31. Understanding of QA/QC frameworks or structured reporting systems
