About the Opportunity
A leading international financial services organisation is seeking a
Head of Financial Security & Compliance
to join their Ireland Territory Compliance team on an 18-month fixed-term contract. This is a senior leadership role with responsibility for overseeing financial security, compliance, and regulatory risk frameworks across both local operations and securities services activities.
This role offers a unique opportunity to shape the compliance culture within a globally connected environment, working closely with senior leadership and contributing to strategic decision-making at a national and international level.
Key Responsibilities
* Lead the
Financial Security
team and ensure effective systems and controls to prevent money laundering, terrorist financing, bribery, corruption, and breaches of international sanctions.
* Oversee all
compliance activity
for the Securities Services (2S) business, including Fund Administration and Custody operations in Ireland.
* Act as a key representative for Compliance on senior committees and high-impact projects.
* Provide regulatory advice to the business, ensuring interpretation and implementation of applicable laws, regulations, and internal standards.
* Design and drive action plans to improve the compliance framework and monitoring systems.
* Deputise for the Head of Territory Compliance and contribute to shaping the overall compliance strategy across the Irish territory.
* Manage and develop a small team of Compliance professionals (approx. 4 direct reports).
* Deliver compliance validation and decisions in line with internal decision-making frameworks.
* Oversee key elements of KYC, customer due diligence, transaction screening, and client onboarding assessments.
* Manage the preparation and submission of regulatory reports, board packs and internal compliance MI.
* Support outsourcing oversight from a compliance perspective, ensuring regulatory adherence.
* Actively contribute to the regulatory change management process and help implement relevant updates in collaboration with Legal and other functions.
Specific to Securities Services (2S):
* Provide assurance to senior leadership and local Boards that compliance frameworks are fit-for-purpose and effective.
* Fulfil Central Bank of Ireland
PCF roles
– PCF-12 (Head of Compliance) and PCF-52 (Head of AML/CFT Compliance), subject to Fitness & Probity pre-approval.
* Act as primary liaison with the Central Bank of Ireland on 2S-related regulatory matters.
* Support the business in delivering on its client and fund service provider obligations, including participation in RFPs and due diligence exercises.
* Ensure alignment with Group policies while tailoring and maintaining appropriate local compliance procedures.
What We're Looking For
* Degree qualified, with a
professional compliance qualification
.
* Minimum of
10 years' experience
in a senior compliance role within financial services.
* Deep understanding of
financial security frameworks
, including AML, sanctions, and anti-bribery requirements.
* Strong knowledge of
Securities Services
and
Fund Administration
.
* Excellent leadership, stakeholder management, and regulatory engagement skills.
* Experience in managing and improving compliance monitoring programmes, risk assessments, and reporting frameworks.
* Previous experience in a
Pre-Approved Control Function (PCF)
role is highly desirable.
