Operations Manager – Clare GAA

Location: Clare GAA County Offices, County Clare, Ireland.

Reporting to: County Chair and Ard Stirthir.


Role Profile

As Operations Manager, you will work with the county Executive to develop the vision and strategies of the GAA within the county and implement short- and long-term plans to achieve the Association's goals. You will provide direction and leadership to the management and staff and oversee effective development of Clare GAA.


Primary Responsibilities

* Complete all regular duties of the County Secretary in accordance with the GAA Official Guide and delegated duties.
* Manage and supervise all full- and part-time personnel, ensuring adherence to best practice employment guidelines and HR functions.
* Assist the County Management with implementation of Clare GAA’s 5-year Strategic Plan, including annual operations plan.
* Assist designated County Officer(s) with fixtures planning of all codes and oversee operation of the Competition Management System.
* Assist Head of Games with implementation of County Games Development Plan.
* Service intercounty teams in conjunction with appointed liaison officers.
* Apply information technology and improved systems of communication to advance County Management work.


Financial Management

* Manage all financial and funding services in collaboration with County Treasurer.
* Develop and manage annual budgets with relevant stakeholders.
* Oversee day‑to‑day financial operations, including accounts payable/receivable, payroll, and cash flow.
* Monitor financial performance against budget and recommend improvements.
* Administer county grounds and Inter‑County Player Injury Scheme finances.
* Finance capital development works with Management Committee.
* Ensure compliance with relevant financial regulations and standards.


Commercial Development

* Develop and implement marketing strategies to develop Clare GAA commercially.
* Identify and develop commercial opportunities (including fundraising) on behalf of Clare GAA through marketing initiatives and partnerships.
* Seek and secure additional revenue through funding opportunities with County Treasurer.


Stakeholder Engagement

* Provide leadership and decision‑making skills to enhance Management Committee operations.
* Implement GAA policy within Clare GAA and communicate to relevant stakeholders.
* Act as conduit between Management and sub‑committees, building relationships with key local stakeholders.
* Establish communication with Ard Comhairle and associated County, Provincial and National bodies.
* Maintain communication with Clubs, Schools and community groups to promote Gaelic Games through club and school links.


Other

* Arrange County Board Meetings with County Secretary.
* Arrange County Convention and produce the annual report.
* Undertake any other projects or responsibilities delegated by County Chair or Ard Stirthir.
* Ensure match venues meet health & safety guidelines.


Essential Criteria

* Minimum 5 years experience in a management role.
* 3–5 years experience working in GAA or similar sporting organisation.
* Relevant third‑level qualification (minimum level 7).
* Exceptional leadership and organisational skills.
* Experience establishing and delivering a strategic plan with outstanding results.
* Proficiency developing progressive marketing and commercial strategies.
* Strong people‑management skills and ability to build relationships and manage conflict.
* Experience of effective financial planning, management and reporting with adherence to governance requirements.
* Excellent administrative and IT skills.
* Excellent communication, presentation and interpersonal skills.
* Ability to work in high‑pressure situations and flexibility to work out of office hours and weekends.
* Access to transport to fulfil responsibilities.


Desirable Criteria

* In‑depth knowledge of GAA structures and strong interest in Clare GAA.
* Knowledge and experience of developing, coaching strategies and tools.
