Role Profile Job Title: Risk, Business Process & Compliance Officer Business Unit: State Claims Agency Reports to: Manager or Senior Manager on the Risk, Business Process & Compliance Team Contract: 12-Month Fixed Term Contract Summary of the Business Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). The SCA's principal objectives are: The SCA is obliged by statute to manage delegated claims and counterclaims in such manner as to ensure that the liabilities of the State authorities are contained at the lowest achievable level. In performing this function the SCA seeks to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people; and To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State. The SCA is obliged by statute to manage claims for legal costs, and recovery of legal costs however such costs are incurred. The SCA's remit covers personal injury and third-party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Sochna, the Irish Prison Service, the Defence Forces and community and comprehensive schools. It also manages third-party costs arising from certain Tribunals of Inquiry. Role Summary The SCA Risk, Business Process & Compliance Officer is responsible, in conjunction with the widerSCA Risk, Business Process & Compliance team,for maintaining the SCA Risk Register and supporting SCA Senior Management in the management and mitigation of corporate, process, operational and project risk. A key part of which is providing review and challenge to existing and new processes and systems across the SCA, designing appropriate controls to support business units in mitigating risk and ensuring the effectiveness of controls through regular risk oversights and evaluation. Principal Accountabilities The principal accountabilities associated with the role will include: Update and maintenance of the SCA Risk Register and operational event reports and ancillary risk documents to support various attestation requirements Supporting the SCA in management and mitigation of corporate, process, operational and/ or project risk, while assisting with emerging and existing risk analysis Assisting with compilation of regular reporting to the SCA Senior Management Team Undertaking reviews and/or walkthroughs of existing and new processes, evaluating the adequacy of controls and highlighting opportunities for improvements where appropriate. Undertaking peer review of claim files Documenting business processes Assisting with the co-ordination of internal and external audits across the SCA Tracking of audit findings and recommendations and supporting business in their successful implementation Assisting with the review, development, and implementation of SCA and/or NTMA Policies and procedures Monitoring and tracking key SCA Risk and Control Indicators. Assisting with the review and updates to the SCA Business Continuity Plan, where appropriate Assisting with the management and maintenance of the SCA Quality Management System ISO 9001 accreditation and SCA QMS Governance documentation. Assisting on SCA Projects from a Risk, Compliance & Business Process perspective. Skills Good understanding of controls Excellent written and verbal communication skills Strong attention to detail Strong analytical skills Excellent project management skills Ability to work well as part of a team and on an individual basis Ability to work well under pressure and within tight deadlines Proficiency in the use of Microsoft Office products. Knowledge Third level degree An Accountancy, Risk or Compliance qualification or working towards same Knowledge of ISO 9001:2015 Foundation Stage would be beneficial At least 4 years risk or audit experience in the financial services sector or related business experience. Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
