Galway City Council is inviting applications from suitably qualified candidates for inclusion on a panel for the position of a temporary Senior Resident Engineer (SRE). This panel will be used to fill temporary vacancies as they arise during its lifetime. Senior Resident Engineers appointed from this panel will be engaged in the delivery of key infrastructure projects across the city, which may include transport, public realm, flood relief, and active travel schemes.
The role involves on-site supervision of construction works during the execution phase of assigned contracts. The Senior Resident Engineer will be responsible for ensuring that contractors fully comply with all contractual obligations, specifications, and standards. The position requires monitoring of progress, quality, safety, and environmental performance on site, as well as liaising with contractors, design teams, and stakeholders to resolve issues and maintain project momentum. The successful candidate will also be expected to prepare reports, maintain records, and support contract administration as required.
The Senior Resident Engineer will report directly to the Director of Service or to another designated representative in the execution of their duties. This is a strategic delivery role requiring strong technical oversight, proactive problem‑solving, and effective communication. The successful candidate will contribute to Galway City Council’s infrastructure ambitions and ensure high standards of execution on site.
Responsibilities
Ensure construction works are constructed in accordance with contract requirements and specifications and that contractors correctly carry out all their obligations under the contract;
Management and supervision of staff to include ensuring adequate supervision of construction works at all times;
Ensure that comprehensive records (diary, reports, photographs etc.) in relation to all aspects of progress of the works and significant happenings on site are kept and available for inspection;
Maintain full and accurate records of accounting records including supporting documentation;
Management of any changes to the scope of works to be carried out and ensure that all day work records and all variations from specification are approved and documented prior to execution;
Ensure records of all information relating to delays, industrial disputes, adverse physical conditions and any disputes are kept and available for inspection;
Ensure compliance with Health & Safety, Quality and Environmental Requirements;
Attend (with other necessary site supervisory staff), regular site and project meetings and ensure that proceedings are minuted for circulation to all relevant personnel;
Assist with the administration of the various Advance Works Contracts and supervise Advance Works on site;
Be aware at all times of the duties of contractors, sub‑contractors and others under Safety, Health, and Welfare at Work legislation and in particular the provision of –
A safe place of work and safe access and egress to a place of work;
A safe system of work;
Safe plant and machinery;
Appropriate personal protective equipment;
Arrangements for the welfare of employees;
Undertake and manage the financial management requirements of the contracts;
Prepare Project Delivery Stage planning documents including Project Delivery Programme with agreed Milestones and cash flow forecast linked with the Project Delivery Programme up to the Delivery Stage of the Project;
Prepare Project reports on a monthly basis with particular reference to progress, forecasting and other information that may be required by Fáilte Ireland and/or Galway City Council;
Provide technical advice to Galway City Council Management and elected members in relation to all aspects and stages of the project;
Technical liaison in dealing with adjoining landowners and other stakeholders and technical assistance on any legal matters that may arise;
Liaise with Galway City and County Council and be the main point of contact in relation to works such as fire certs, road opening licences, agreeing planned works, access requirements, reinstatement works etc.;
Liaise with Design Team, Client, and other stakeholders;
Liaise with statutory undertakers and utility providers and agree works, as required;
Any other duties as may be assigned relevant to the position.
These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Senior Resident Engineer and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Galway City Council.
