Summary Of Role
The Purchasing Manager will lead the Dublin team of 3 buyers supporting the Commercial business segment. Responsible for all aspects of material purchasing and raw inventory management, site supplier performance management, cost savings, and strategic initiatives. Additional responsibility for site indirect purchasing of both MRO/supplies and services. You will partner closely with global supply chain and site business unit operations to support new and existing business and customer needs.
Key Responsibilities
* Lead a team of procurement professionals creating a culture of accountability, results driven, cost focused, and a customer service mindset. Develop talent pool and build people capability.
* Set goals to track KPI’s and measure results in accordance with the site’s vision and goals of 2-3% savings year over year. Utilize data analytics to review supplier performance on KPI’s and drive continuous improvements.
* Support existing and new component purchases with the selection of the most capable, cost-effective suppliers to meet the material specifications.
* Lead supplier negotiations to drive lower costs, establish rebate programs and improve payment and delivery terms.
* Drive Vendor Management to ensure the highest level of quality and service. Selects and partners with key suppliers to ensure cost-effective, high-quality delivery of products.
* Lead, manage and align with Global procurement initiatives for PCI to define procurement strategies that are industry leading and harmonize across PCI network.
* Partner with key functions, including finance, estimating, engineering, quality, business development, and operations to drive results that align to the site’s goals and objectives.
* Develop innovative and bold strategies to drive savings in new ways while managing, engaging, and promoting continuous cost reduction and quality improvement efforts.
* Proactively manage procurement projects through prioritization and active communication.
* Generate accurate spend reports presented in a way that adds value and drives clear action and ownership.
* Be a liaison between vendors, quality, business units, and operations teams, to deal with material or service issues in a timely fashion.
* Manage contracts, economic order quantities, delivery schedules, and audits of spend. Develop and manage resource planning, procurement budgets, forecasts, and financial plans.
* Identify and leverage opportunities for continuous improvement and manage financial risk. Analyse purchase price variances compared to quote.
* Develop strong relationships with all internal shareholders to maintain positive relations with peers and the site leadership team to ensure key deliverables are met.
* Ensure that all components will run on selected PCI machines for production. Manage inventory levels, warehouse capacity, and slow-moving inventory.
* This position may require overtime and/or weekend work. This position may require travel by airplane and/or car up to 25% of the year.
* Knowledge of and adherence to all PCI, cGMP, and GCP policies, procedures, rules. Ensure adherence to all company policies and processes for the entire Procurement team.
* Attendance to work is an essential function of this position.
* Performs other duties as assigned by Manager/Supervisor.
* Ensure safe work practices are being followed at all times, report any near misses immediately to the EHS Department.
* Carry out various other additional tasks that may be required from time to time in accordance with the overall goal of the company.
Essential
Knowledge / Skills & Experience
* Batchelor’s Degree in a related field and/or 5-10 years related experience, with 3-5 leadership experience
* College Level Mathematical Skills
* Advanced computer skills: Ability to perform the most complex computer tasks and operate various computer programs
* Full Professional Proficiency: ability to speak fluent English, read, and write fluently and accurately on all levels pertinent to professional needs
* High Reasoning: Ability to solve practical problems and deal with a variety of concrete variables in situations where there is only limited standardization. Ability to interpret a variety of instructions that may be provided in various forms.
* High Standard of Report Writing
* Ability to effectively present information to various people as the job requires.
* Ability to follow instructions and respond to management direction.
* Ability to travel.
* Ability to set and achieve challenging goals.

* Experience working in a fast-paced environment
* Ability to lead dept, prioritise work and adapt to change -
* Problem Solving and Troubleshooting skills. The successful candidate should display a dynamic and proactive approach to manage problems.

* Proven track record of showing how results were delivered through management/leadership of others.
* Capability to set clear goals, communicate these clearly and ensure progress to completion meeting predefined targets.
* Ability to manage multiple tasks and set priorities.
Desirable
* Supply chain experience with a multi-site manufacturing operation, with global experience preferred.
* Healthcare and/or pharma experience preferred but not required.
