Job Description - School Bursar Wilsons Hospital School is a co-educational, boarding and day school under the patronage of the Church of Ireland.
The school is located near the village of Multyfarnham, Co Westmeath, ten minutes from Mullingar town.
The school was founded in **** and has a long and proud history and currently educates 450 students.
The day school is part of the government free school system and is funded by the Department of Education.
Separately, the school operates private fee-paying boarding facilities and provides a range of additional private extra curriculum activities for day and boarding students.
Wilsons Hospital School seeks to appoint a Bursar, who will take responsibly for the private operations and finances of the school.
There will be an element of cross over into the government funded free school operations and finances in specific areas.
The successful candidate will have strong commercial, financial and management acumen along with excellent interpersonal, motivation and communication skills.The Bursar will have overall responsibility for ensuring that the operations of the school are managed in a professional and cost-effective manner and to the highest standards.
The Bursar will report directly to the principal and the Board of Directors The main responsibilities of the role include: Strategic & Commercial Responsibilities To work as part of the schools leadership team to develop, implement and regularly review the schools strategic plan To be actively involved with the leadership, management and future direction of the school In conjunction with the principal develop a marketing and promotional plan to secure the future flow of students and to manage its implementation Working with the Principal and the Board of Directors develop a plan to maximise alternative income generation opportunities and to utilise the assets of the school outside school term time Manage school & buildings letting to third parties and other income streams HR responsibilities Operations Management including support services of school catering, cleaning & laundry, caretaking & facilities maintenance and finance & administration Line management of Head of Boarding role and responsibility for ensuring the smooth running of the schools boarding operation.
(Noting all boarding student welfare, wellbeing, safeguarding and disciplinary matters are the responsibility of the School Principal).
Ensuring high quality standards are maintained in operations and support services Managing staff recruitment, employment contracts, terms & conditions and staff welfare for the non-teaching staff To identify appropriate staff training & development requirements and arrange training Ongoing employee performance management and appraisals Management and oversight of payroll and pensions for non-teaching staff Ensuring compliance with all relevant aspects of employment law Policy development responsibilities Formulation & development of relevant policies and procedures as required withongoing monitoring & updating Health & Safety responsibilities To act across the whole school as the schools safety officer and be responsible for compliance withHealth & Safety regulations, including risk assessments Maintaining and updating the whole Schools Health & Safety Handbook Advising on and taking the appropriate physical security measures to ensure the safety of students and staff across the whole site Financial Management Responsibilities To manage the finances of the private or non-government funded element of the school To manage the day-to-day activities of the finance team To provide timely and accurate management reporting on a monthly, quarterly and annual basis To manage and maintain accurate cash forecast information and manage working capital requirements To prepare year-end financial statements for audit, together with an audit pack of supporting information and liaise with auditors to produce annual statutory accounts.
To prepare annual budgets and 3 5-year financial projections To present an update on the finances of the school at each board meeting to include latest management accounts, debtors aging, creditors ageing, cash flow projections and other relevant reports Financial Responsibilities To maintain strong financial controls over all activities of the school to include cash and bank controls, cash flow forecasting, debtors control, creditor controls, budgeting and Profit & Loss projections To review and update financial processes and procedures as required Ensuring school fees for boarding and extracurricular activities are billed in a timely manner and to actively manage the non-payment of fees in line with procedures Efficient collection of school fees, other charges and other sources of revenue To identify potential sources of funding, benefactors and trust income available to the whole school Management of SEC funding To prepare a rolling 3- 5-year capital expenditure budget for approval annually by the board Approval of all invoices for payment and statements of account including reconciliations As required to obtain professional advice on taxation issues including Paye and related taxes To administer trusts and school bursaries oTo ensure compliance with charity legislation and company law to ensure that the appropriate charitable & company returns are filled Oversight and approval of monthly payroll Ensuring that the school has adequate and appropriate insurance cover.
To oversee the private school IT developments To obtain appropriate professional advice to ensure the IT systems are safe and secure Buildings & Grounds Responsibilities Management of School property and all buildings in line with best practice and in a cost-effective manner Managing property developments in the school Ensuring an effective planned maintenance program is in place for school buildings, school land, plant & equipment and motor vehicles Other Responsibilities To report to the Board and its committees as required and undertake other tasks and activities as reasonably directed by the Principal and the Board of Directors.
Secretary to the Board of Directors and relevant sub-committees of the board.
Liaising with the Department of Education as required by the principal and supporting with any necessary Department returns In conjunction with the Board of Directors and the principal, the development of appropriate governance systems The role and the responsibilities of the Bursar will change over time and adapt to the changing needs of Wilsons Hospital School.
