About the Role
Jacobs is seeking a strategic and delivery-focused Senior Procurement Manager in Ireland to lead procurement activities across major infrastructure programmes, including BusConnects, DART+, and other nationally significant transport projects, covering frameworks, standalone contracts, and multi-package delivery.
This role combines strategic leadership with hands-on delivery of complex procurement processes in regulated environments.
Key Responsibilities
Lead procurement strategy and delivery for major infrastructure programmes (e.g., BusConnects, DART+, Galway Rail Upgrade).
Develop and implement procurement plans aligned with programme phasing and integration requirements.
Prepare and refine tender documentation, including technical schedules and bespoke contract terms (NEC, FIDIC, Irish Public Works Contracts).
Manage full procurement lifecycle—from framework set-up to contract award and mobilisation.
Oversee pre-qualification, tender evaluation, governance approvals, and reporting.
Forecast demand, manage inventory, and ensure smooth flow of goods and services.
Source and build long-term vendor relationships; manage contractor performance and variations.
Ensure compliance with EU directives and Irish procurement frameworks, embedding governance and best practice.
Lead multidisciplinary teams and engage senior stakeholders to deliver value, transparency, and compliance.
What We're Looking For
Extensive expertise in procurement management, commercial governance, and strategic oversight within complex infrastructure projects.
Qualifications and Experience
10+ years' procurement experience, ideally in infrastructure/transport projects.
Expertise in EU procurement directives, Irish Public Works Contracts, NEC4, and FIDIC.
Skills drafting complex contract terms and managing commercial risks.
Degree in engineering, supply chain, law, or business (Level 8 NFQ); MSc and chartered membership, NEC4 ECC Project Manager accreditation desirable.
Strong leadership in strategic sourcing, category management, and contract negotiation.
Proficient in MS Office and contract management systems.
