Assistant Project Manager (Equip) Band 6

Greenmount House, Ballymena

Temporary (Until March 2027)

£19.78 per hour

37.5 hours per week



Main Purpose

The Equip Programme is a Health and Social Care Northern Ireland (HSCNI) wide programme to replace the existing HR and Finance systems (HRPTS and FPL) with a single cloud-based solution. This replacement will see a new system for the functions of HR, Recruitment, Pay, Travel, Finance, Procurement and Logistics. The Programme aims to equip users with a modern, usable and intelligent system to support them in their roles while allowing them to focus on their key responsibilities.

We are seeking a skilled Assistant Project Manager who will work as part of the Programme Management office to lead the implementation of the Finance / HR aspect of the Equip programme.

The postholder will work collaboratively with the Project Manager to support activity in relation to project delivery.



Main Roles and Responsibilities


Support the deliver and the implementation of Equip in the Finance Directorate and support its implementation across the organisation.
Ensure there are appropriate governance arrangements in place for the delivery of the Finance and HR aspect of the project.
Manage systems and processes for monitoring, review of projects and associated performance milestone and benefits delivery, escalation of risks and issues and targeting of mitigating action.
Develop plans and strategies for delivery of projects.
Produce documentation and reports in line with NHSCT and HSC Standards as appropriate.
Report project progress through highlight reports. Collaborate effectively with internal and external stakeholders in the implementation of the project.
Support in the maintaining of Project Risks and Issue Logs.
Liaise with departmental managers and related projects to ensure that project deliverables are coordinated and duplication is avoided where possible.
Support the development, review and update of Trust policies and procedures and Standard Operating Procedures impacted by the introduction of the Finance and HR aspect of the project.




Financial & Resource Management


Identify resources required for successful delivery of the project.
Monitor overall progress and use of resources, initiating prompt and effective corrective action as and when necessary;
Manage and monitor all aspects of project budgets and expenditure throughout the project.
Set up project and programme structures for the effective management, quality assurance and reporting of projects and programmes as required;
Participate in Post Project Evaluations and Project Reviews to assess how well the Project was managed; follow up on ‘lessons learned’ and other actions.
Management of staff ensuring work allocated is completed accurately and to meet deadlines in regard to the new system.




Collaborative Working


Engage with relevant stakeholders in the implementation and delivery of the project.
Represent the Northern Health and Social Care Trust in local forums and other relevant structures.
Work with key stakeholders across the HSC and beyond on all aspects of assigned projects.
Communicate with suppliers/vendors as required, ensuring good relationships are maintained at all times
Provide support and work collaboratively with stakeholders to identify application development requirements.




Essential Criteria:

1a) A university degree AND 2 years’ relevant experience*
OR

1b) An HND or equivalent recognised qualification AND 3 years’ relevant experience*
OR

1c) 5 years’ relevant experience*

Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.




Demonstrate effective people management and organisational skills
Proven ability to communicate effectively, both orally and in writing (as appropriate to meet the needs of the post in full), and to establish good professional relationships;
Be proactive and self-motivated and have the ability to develop and maintain good working relationships with internal and external stakeholders
Strong analytical and judgemental skills with a proven ability in interpretation of information and production of detailed reports for a range of uses including information decisions of senior management
Ability to work accurately, demonstrate attention to detail and prioritise and organise workload within a pressurised environment and to tight project timescales
Microsoft Office Packages - word, excel, outlook
