Overview
This is a great opportunity to join Dublin City Council at a time of transformation and innovation.
The City Engineer's role principally involves the overall co-ordination and direction of the City's engineering infrastructural projects; the City's engineering services; and the management of engineering works required for major incidents and emergencies in the City.
They also have responsibility for the efficient and effective development, and maintenance and operation of the City's engineering infrastructure, to ensure that the City's current and future infrastructural needs are met.
The City Engineer will be a strategic leader, responsible not only for the delivery and maintenance of infrastructure but also for driving innovation, excellence in project delivery, and the adoption of digital and data-driven approaches.
The role demands a visionary mindset, strong leadership, and the ability to collaborate across disciplines and sectors.
The City Engineer duties include but are not limited to the following:
Responsibilities
Provide expert advice and support to the City Council on engineering issues;
Take a lead role in the Council on the development of policy on engineering issues;
Oversee the Council's engineering programme on the planning, design, construction, maintenance and operation of the City's infrastructure including the areas of roads, bridges, associated structures, surface water drainage, flood management, flood defence and river basin management;
Oversee the Council's Corporate Project Support Office;
Drive excellence in project and programme management across engineering functions, ensuring delivery on time, within budget, and to the highest standards of quality and safety;
Champion innovation in engineering practices, including the adoption of emerging technologies such as Building Information Modelling (BIM), digital twins, and smart infrastructure solutions;
Lead the integration of climate resilience and sustainability principles into all engineering projects and infrastructure planning;
Foster collaborative relationships with internal departments, external agencies, academic institutions, and the private sector to deliver integrated and future-proofed infrastructure solutions;
Act as spokesperson for the City Council on engineering issues and to lead the Council's contribution to public debate on these issues;
Advise the Chief Executive on the allocation of professional engineering resources;
Provide management and leadership to the professional engineering staff in the City Council including oversight of career/professional development of engineers and provision of training for engineers;
Carry out such other duties as may be assigned from time to time
Essential Requirements
Character: Each candidate must be of good character.
Health: Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Qualifications and experience: On the latest date for receipt of completed applications, candidates must meet one of the following:
(i) hold an honours bachelor's degree (NFQ level 8) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland;
(ii) hold an ordinary bachelor's degree (NFQ level 7) in Engineering AND a post-graduate masters degree (NFQ level 9) in Engineering;
(iii) hold a master's degree (NFQ level 9) in Engineering attained after completing an integrated master's programme of at least 4 years duration and accredited at CEng level by Engineers Ireland or equivalent internationally;
(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute in another country recognised as equivalent by Engineers Ireland;
Have at least ten years satisfactory engineering experience, including at least eight years in direction and supervision of major engineering work.
Possess a high standard of technical training and experience and of administrative experience.
Have satisfactory experience at strategic management level.
Have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
