Health and Safety Officer – Construction / Civil / OPW Projects Location: Galway, Ireland Overview: We are seeking an experienced Health and Safety Officer to oversee and implement health, safety, and welfare protocols across a range of construction and civil engineering projects, including those managed by the Office of Public Works (OPW).
This role is critical to ensuring compliance with Irish health and safety legislation, OPW standards, and promoting a culture of safety among all stakeholders.
Key Responsibilities:Conduct regular site inspections, safety audits, and risk assessments in line with statutory requirements.Ensure full compliance with Irish health and safety laws, including:Safety, Health and Welfare at Work Act 2005Safety, Health and Welfare at Work (Construction) Regulations 2013Prepare and maintain key safety documentation such as:Risk Assessments & Method Statements (RAMS)Construction Stage Safety and Health PlansSafety Files and Safety StatementsMonitor contractor and subcontractor compliance with safety procedures.Deliver site inductions, toolbox talks, and ongoing safety training.Investigate incidents, accidents, and near misses; generate reports and corrective action plans.Liaise with Project Managers, Engineers, Site Supervisors, and external agencies (e.g., Health and Safety Authority – HSA).
Support implementation of ISO or equivalent) safety management systems.Promote a strong on-site safety culture, encouraging reporting and hazard identification.Keep up to date with new legislation and best practices and ensure implementation where appropriate.Essential Requirements:A recognised qualification in Health & Safety (e.g., Diploma/Degree in Occupational Health & Safety, NEBOSH Certificate, or equivalent).
Minimum 2+ years of health and safety experience, ideally within:Civil engineeringPublic infrastructure projectsHeritage and conservation works (desirable for OPW-related roles)Excellent knowledge of Irish safety legislation and construction-specific regulations.Strong written and verbal communication skills.Proficiency in MS Office and familiarity with health & safety software/tools.Full clean driving licence and willingness to travel to multiple project sites.Desirable Skills & Attributes:Prior experience working on OPW or government-funded projects.Ability to manage multiple priorities and deadlines across different sites.Demonstrated leadership and ability to influence safe behaviours on site.Knowledge of public procurement and state body compliance frameworks (advantageous).
