About the Role
The Senior Executive Engineer will be required to lead a team or teams and to provide technical and managerial support across all local authority service areas and to liaise with external agencies and support the democratic process. They will be required to report to their appropriate line manager, assist the management team as may be required and deal with the elected members in respect of their role including attendance at the relevant Council meetings. They may also be required to deputise for the Senior Engineer. They will be responsible for the efficient management of staff and the work programme of the directorates/department and function to which they are assigned. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives and the role is interchangeable across directorates. The Senior Executive Engineer will be required to work closely with the Mayor and elected Councillors to deliver the full range of services and implement policy decisions.
Responsibilities
The following describes the typical responsibilities of the role:
* Lead and manage multi-disciplinary and cross-functional teams and drive value for money from personnel and processes under their control.
* Maintain sound employee relations and conflict resolution.
* Manage and schedule a multi-annual portfolio of projects within budget and on time.
* Deliver results and contribute to the operational and strategic planning processes.
* Understand Local Authority services and structures or demonstrate the ability to quickly acquire same.
* Collaborate with key stakeholders, seeking cooperation and consensus with a range of bodies and groups.
* Report regularly to stakeholders, provide updates and presentations, capture customer feedback, and apply learning to improve operations.
* Contribute to policy implementation and the achievement of agreed aims.
* Demonstrate excellent interpersonal, communication and influencing skills.
* Ensure awareness of statutory Health & Safety obligations and their application in the workplace.
* Manage finances and budgets with a focus on value for money.
* Provide information on demand patterns and schedule/work programmes accordingly.
* Understand the role and duties of managers in safety management in the workplace.
* Demonstrate good ICT skills and a focus on customer service and service improvement.
* Display time management and organisational skills to deliver competing demands within timelines.
* Evidence planning and organising skills, with ability to report and present clearly.
* Demonstrate self-sufficiency, evaluating proposals and identifying improvements proactively and adapting to change.
About You / Qualifications
The ideal candidate shall have the following Skills and Experience:
* Experience of managing and leading multi-disciplinary and cross-functional teams and the ability to motivate, empower, encourage and achieve efficiency and value for money.
* Experience of maintaining sound employee relations and conflict resolution.
* Experience of managing and scheduling a multiannual portfolio of projects within budget and on time.
* A track record of delivering results.
* Understanding of Local Authority services and structures or ability to acquire.
* Ability to work with stakeholders and seek cooperation and consensus with a range of bodies and groups.
* Experience in reporting to stakeholders, providing updates and reports, and acting on feedback to improve operations.
* Experience contributing to operational and strategic planning and implementation of aims.
* Excellent interpersonal, communication and influencing skills.
* Knowledge of Health & Safety legislation and its application in the workplace.
* Experience managing finances and budgets and ensuring value for money.
* Ability to provide information on demand and schedule work accordingly.
* Understanding of safety management roles and duties for managers.
* Good general ICT skills.
* Customer focus and commitment to service improvement, ownership and issue resolution.
* Time management and organisational skills to meet deadlines.
* Planning and organising skills with the ability to present and report clearly.
