1. PURPOSE OF JOB
The finance manager will have overall responsibility for operating and developing the financial management of IHA. They would be expected to lead and develop the Finance function of IHA, ensuring robust financial controls, compliance, insightful reporting, financial planning of asset management, strategic financial planning and optimal resource allocation to support the organisation's mission, growth and sustainability.

3. GUIDANCE AND AUTHORITY
The finance manager will report directly to the CEO. The organisation is governed by a Board of Directors, who the CEO reports to. The finance manager will be expected to present quarterly management reports to the Finance & Risk committee, which will be issued thereafter to the IHA Board.
4. PRINCIPAL ACCOUNTABILITIES
Strategic Financial Leadership:
* Lead the development of the 3-5 year financial strategy aligned with organisational goals: growth, asset management, financial resilience and social impact.
* Advise the CEO and Board on financial implications of strategic initiatives, new developments, funding proposals and business plans.
* Provide scenario analysis and modelling for investment decisions, acquisitions, developments, refinancing and diversification of income streams.
* Monitor and manage key financial risks and support governance bodies (Board, Finance & Risk Committee) with timely, high-quality information.
Financial Management & Reporting:
* Oversee the preparation of monthly management accounts, forecasting, budgets, cash-flow modelling, and variance analyses.
* Ensure year-end statutory accounts are prepared in accordance with applicable standards (e.g., FRS 102, Charities/Not-for-Profit accounting) and regulatory requirements.
* Manage treasury, banking relationships, funding schedules, grant compliance, and capital programme funding.
* Lead the finance team in ensuring accurate accounting, internal controls, procurement oversight, payroll, and financial systems.
* Ensure VAT, PAYE/PRSI, RCT, LPT and other tax or regulatory filings are consistently accurate and timely.
* Record income and expenditure on QuickBooks accounting package.
* Research suitable alternative online accounting packages and transition from laptop based to the new system.
* Carry out monthly bank reconciliations
* Payroll, expenses and pension auto-enrolment through software package - Collsoft Payroll.
Governance & Compliance:
* Ensure that IHA meets regulatory requirements for AHBs, the Charities Regulator, Companies Act, and other statutory/regulator obligations.
* Lead internal audit, liaise with external auditors, present to Audit & Risk Committee and Board, implement recommendations and continuous improvement.
* Develop, update and implement financial and treasury policies, risk registers, internal controls and reporting dashboards.
Team Leadership & Culture
* Lead, mentor and develop the finance team, building a culture of accuracy, insight, service excellence and continuous improvement.
* Drive the evolution of financial systems, digital tools and business intelligence to enhance reporting, streamline processes and enable data-driven decisions.
* Collaborate with other leaders across operations, development, asset management and housing services to embed finance as a business partner, not just a back-office function.
Value for Money & Social Impact:
* Complete quarterly and annual performance reports (rents, voids, repairs, costs, etc.) for submission to CEO and Board meetings.
* Provide update reports on operations in line with Social Housing Regulation compliance as required.
Organisational/Training:
* Keep up to date with legislative, regulatory developments, new guidelines etc as relevant.
* Attend occasional training/professional development seminars, or information days run by or advised by Association.
General:
* Comply with policies and procedures.
* In addition to the duties and responsibilities listed above, the job holder may be required from time to time to perform other duties as deemed reasonable and necessary by the employer.
* The job holder may also be required from time to time to work or attend training/meetings outside of normal office hours.

6. EDUCATION, KNOWLEDGE, EXPERIENCE AND SKILLS TO UNDERTAKE THE ROLE AT A FULLY ACCEPTABLE LEVEL EDUCATION
* Suitable candidates will have a relevant third level qualification as a Qualified accountant (ACA, ACCA, CIMA, or equivalent) with significant post-qualification experience (ideally 8-12 years+).
KNOWLEDGE & EXPERIENCE
* Proven track record in senior finance leadership, preferably within regulated sectors (housing, charitable sector, social housing, AHBs).
* Deep knowledge of financial reporting standards for not-for-profit/housing bodies, regulatory compliance, Treasury/Capital funding models.
* Strong experience in strategic financial planning, forecasting, modelling and scenario analysis.
* Excellent systems literacy – financial systems - advanced Excel, Brixx modelling and/or other financial systems.
* Demonstrated leadership and team-development experience; ability to influence and build relationships at senior/executive level and Board level.
* High standards of integrity, judgement, compliance-awareness and business partnership mindset.
DESIRABLE EXPERIENCE:
* Experience within an Approved Housing Body or social housing context in Ireland.
* Knowledge of Irish funding/regulatory landscape for AHBs, housing finance and capital programmes.
* Experience of funding negotiations, joint ventures, development finance structure, public/private partnerships.
* Experience of embedding sustainability and ESG frameworks within finance.
* Operational knowledge of VAT, PAYE/PRSI, RCT, LPT and other tax or regulatory filings.
