Our client based in Dublin is looking for a Senior Procurement person with strong rail experience. This role will support the Procurement Team across all stages of the procurement lifecycle, including preparation of procurement documentation, management of evaluation processes, tender dialogue, and ensuring value for money and full compliance with EU and Irish procurement legislation.Principal AccountabilitiesSupport the management, development, and production of procurement documentation for the pre‑qualification and selection stages of the Contract, including liaison with legal advisors.Support the management of approval processes for tender documentation, including preparation of briefings and coordination of statutory and governance approvals.Coordinate the process for responding to tenderer clarifications, including:Management of clarification trackersCoordination with relevant Directorate functions to develop responsesLiaison with legal advisors during clarification periods to mitigate procurement and legal risksSupport the management of PQQ and ITT evaluation processes, including:Development of evaluator guidance and training materialsMonitoring evaluation progress and adherence to agreed procedures and timelinesCoordinate input from Directorate functions in relation to the evaluation of PQQ and tender submissions for the Contract.Manage and coordinate the technical workstream of the tender dialogue process, including preparation, facilitation, and documentation during the tender phase.Support the drafting of qualification shortlisting letters and regret and success letters during the selection stage, in coordination with legal advisors.Qualifications and ExperienceMinimum of 10 years' experience in a complex procurement environment, including at least 5 years' experience leading procurement activities across the full project lifecycle through to procurement completion on projects of comparable scale and complexity.Experience in the procurement of PPP / DBFOM contracts.Demonstrable experience of competitive dialogue or tender dialogue procurement processes.Experience working with European procurement directives, EU public and utilities procurement regulations, civil and contract law, and construction procurement in a client‑side or public-sector environment.Proven experience in preparing procurement and contract documentation, evaluating tenders, managing tender award processes, and supporting contract award.Experience engaging with a wide range of stakeholders at all levels to drive effective decision‑making and secure approvals and assurance for procurement documentation.SkillsProficient in the use of Microsoft Office applications.Strong ability to draft, review, and maintain technical standards, procurement documentation, and workflows.High level of attention to detail and accuracy.Excellent written and verbal communication skills, with the ability to liaise effectively with technical, commercial, and legal stakeholders.Ability to work effectively in a fast‑paced, complex environment with multiple priorities and challenging deadlines.Strong team‑working skills, with the ability to collaborate across multidisciplinary functions.Ability to coordinate and communicate key information clearly across multiple teams.Proactive, organised, and capable of working independently while maintaining transparency and collaboration.
