PMO / Procurement Specialist (Utilities & Infrastructure)
Overview
A leading consultancy supporting large-scale infrastructure and utilities programmes is seeking an experienced
PMO / Procurement Specialist
to join a project delivery environment focused on major capital programmes.
This position sits within a programme support and procurement function responsible for coordinating sourcing activities, managing tender documentation and supporting structured procurement processes across complex infrastructure projects.
The role would suit a professional with experience in
utilities, engineering or infrastructure environments
who is comfortable working across procurement governance, supplier engagement and documentation management.
Key Responsibilities
Support procurement and sourcing activities across infrastructure and utilities programmes
Gather and document procurement requirements from internal stakeholders
Develop tender documentation including
Invitations to Tender (ITT)
and associated supporting materials
Coordinate tender timelines and procurement milestones
Support the delivery of sourcing exercises including framework mini-competitions and low value procurement events
Manage tender documentation, records and procurement documentation control
Engage with internal and external legal teams to ensure contractual compliance during procurement processes
Support contract negotiation activities with suppliers where required
Maintain procurement records and support reporting on sourcing activity
Conduct post-tender reviews and contribute to continuous improvement within sourcing processes
Work collaboratively with supplier management, contract management and category management teams
Requirements
Experience working within
procurement, sourcing or supply chain roles
Exposure to structured procurement processes such as
ITT, RFP, RFQ, RFI or similar tendering frameworks
Experience working within
utilities, infrastructure, engineering or public sector environments
Understanding of end-to-end procurement processes and sourcing methodologies
Experience supporting supplier identification, tender evaluation and selection processes
Ability to gather and challenge stakeholder requirements
Strong documentation and administrative accuracy
Experience working with procurement platforms (e.g. Ariba, Coupa, Jaggaer, Tradeshift or similar) is beneficial
Strong working knowledge of
Microsoft Office (Excel, PowerPoint, Office 365)
Qualifications
Degree in business, supply chain, engineering or related discipline (preferred)
Procurement certifications such as
CIPS
are advantageous
Additional Requirements
Experience within utilities sectors such as
energy, gas, water or infrastructure
is highly desirable
